STATEMENT OF ISSUE: The Panhandle Animal Welfare Society (PAWS) has requested
permission to hold the PAWS 2015 Dog Paddle Event at Ross Marler Park on Okaloosa Island.
BACKGROUND: County Ordinance #13-07 (regulation of county recreational areas, including
parks and beaches) addresses Special Events at county parks, beaches or recreational areas
within Okaloosa County.
A request has been received from Panhandle Animal Welfare Society (PAWS) , to hold the
PAWS 2015 Dog Paddle Event at Ross Marler Park. The event is scheduled to take place
Saturday, September 12, 2015 from 8:00 A.M. to 12:00 noon. Fewer than one hundred (100)
participants are expected. Orange marker bouys will delineate the course and separate
paddleboarders from swimming and boating areas. This event is to be a fundraiser for PAWS, a
non-profit organization. Various sponsors will have display tents and items for sale. The Big
Red Bus will be onsite for a blood drive. PAWS has permission from Pandora's to utilize their
parking lot for overflow parking. Although this is an animal related fundraiser, no animals are
permitted in the park.
This request has been reviewed by Public Works, Emergency Services, the Sheriff's Office, Risk
Management and the Fire Department. Emergency Services will have a first aid tent on site.
The Fire Department stipulates that an emergency equipment passage lane be maintained within
the park and access to the Bayview Pavilion at the Emerald Coast Convention Center not be
blocked. Insurance requirements have been met. As the applicant is a non-profit organization
the fees are waived.
OPTIONS: Approve / Disapprove
RECOMMENDATIONS: Recommend approval of the Special Event Permit for the PAWS
2015 Dog Paddle at Ross Marler Park with the Fire Department's stipulations.
