BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 1, 2015 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Horizons of Okaloosa County - Contract Amendment for Time Extension DEPARTMENT: Water and Sewer BCC DISTRICT: ALL STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) requests a 90-day contract extension with Horizons of Okaloosa County (Contract #C97-0066-WS) for landscape maintenance. BACKGROUND: Contract #C97-0066-WS allows for Horizons of Okaloosa County to provide landscape management services at infrastructure sites such as wells, tanks, lift stations, and wastewater plants. Approximately $47,000 annually is spent on this contract, and it expires on September 30, 2015. The contract provides for automatic renewals. Horizons has provided this service for many years and there is no record these services have ever been competitively bid. The County Attorney recommended these services be put out for competitive procurement. A 90-day extension through December 31, 2015, of the current contract is requested to allow sufficient time to finalize the solicitation, go through the bid process, and a new contract approval process. The current contract extension provides OCWS the ability to terminate the contract upon two weeks notice in the event a new contract is in place prior to December 31, 2015. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS staff recommends BCC approval to authorize the Chairman to execute the contract amendment for a 90-day extension with Horizons of Okaloosa County for landscape maintenance services.
