fix the water line in the place of windows; however, this
was never put into a written agreement.
The homeowner has not been satisfied with the rehab for a number of reasons; however the main
reason seems to be that the windows were never replaced. There are a total of 18 windows of various
sizes, four of which are new, leaving 14 windows that would be replaced. In the back up is Ms. Sims
application, the work write up, memo to City Council approving the bid, a series of emails and letters
from the homeowner, HUD ( in relation to Ms. Sims complaints to a congressman) and our request for
their input, A+ Inspections findings after the work had been completed and a letter from Ms. Sims. Ms.
Sims also sent over 187 pictures, however most of them are of the work that was completed. These
are in the CDS file if anyone would like to view them. Because of Ms. Sims continual dissatisfaction
with the rehab and her request that the windows be replaced, staff is requesting City Council approve
the replacement of the windows in order to resolve this dispute.
DISCUSSION:
Upon a request by Toni Sims to the City Manager, staff is requesting that new windows be installed.
Staff estimates that the windows and installation will cost approximately $ 10, 000. Upon City Council
approval and a signed agreement with Ms. Sims, staff will solicit three quotes for the purchase and
installation of windows.
RECOMMENDATION:
Recommend that City Council direct the City Manager to request bids for the purchase and installation
of windows at 303 Kepner Drive and to award the bid to the lowest responsive, responsible bidder.
