BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 19, 2013
TO: Honorable Chairman and Members of the Board
FROM: Kay Godwin
SUBJECT: Approval to Add Restore Act Coordinator Position
DEPARTMENT: Human Resources
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval to add one new position in the County
Administrator's Office and allocate the associated initial funding for salary and benefits
(estimated at $40,351.00 for 6 months) from the County's reserve account. Attached is a job
description for the requested position, Restore Act Coordinator, Grade 75 ($46,820.80-
$78,707.20).
BACKGROUND: In response to the Deepwater Horizon oil spill that took place in the summer
of 2010, the United States Congress has enacted the Resources and Ecosystems Sustainability,
Tourist Opportunities and Revised Economies Act of 2012 (RESTORE). Each
disproportionately affected county in Florida will be receiving funds from fines and settlements
that will be collected by the federal government.
At a Workshop held on January 15, 2012, Commissioner Boyles requested staff review the
options of contracting with a consulting firm and/or hiring a County employee to assist the
Restore Advisory Committee with the development and implementation of the County's multi-
year plan. During the BCC meeting held on February 5, 2013, the Board was provided a list of
pros and cons for both options. After review and discussion, the Board requested staff to proceed
with the creation of a request for qualifications for consulting services along with the
establishment of a County funded full-time position.
The addition of this position will allow for a dedicated County employee to work with the
Restore Advisory Committee and contracted consulting firm to develop and implement the
County's multi-year plan. At the conclusion of this project, the position will be eliminated unless
otherwise directed by the Board.
OPTIONS: Approve/Deny
RECOMMENDATIONS: Provide direction as desired.
