officers, and firefighters). Fiduciary funds are not reflected in the government-wide financial statements because the resources of those funds are not available to support the City’s own programs. The accounting used for fiduciary funds is much like that used for proprietary funds. The basic fiduciary fund financial statements are found on pages 26-27 of this report. NOTES TO THE FINANCIAL STATEMENTS The notes to the financial statements provide additional information that is essential to the full understanding of the data provided in the government-wide and fund financial statements. The notes to the financial statements begin on page 28 of this report. OTHER INFORMATION In addition to the basic financial statements and accompanying notes, this report also presents certain required supplementary information concerning the City’s progress in funding its obligation to provide pension and other post-employment benefits (OPEB) to its employees. This required supplementary information is found on pages 88-100 of this report. The combining and individual fund statements, referred to earlier in connection with non-major governmental funds, immediately follow the required supplementary information on pension and OPEB plans and can be found beginning on page 101 of this report. GOVERNMENT-WIDE FINANCIAL ANALYSIS As noted earlier, net position may serve over time as a useful indicator of a government’s financial position. Assets and deferred outflows of resources of the City exceeded its liabilities and deferred inflows of resources by $87.4 million, as reported in Table 1 below. The City’s net position increased by $8.6 million for the fiscal year ended September 30, 2023. The governmental activities reported an increase of $7.7 million and the business-type activities reported an increase of $845,755. The City uses these capital assets to provide services to citizens; consequently, these assets are not available for future spending. Although the City reports the investment in its capital assets net of related debt, it should be noted that the resources needed to repay this debt must be provided from other sources, since capital assets themselves cannot be used to liquidate these liabilities. An additional portion of the City’s net position of $15.6 million, or 17.9%, represents resources that are subject to external restrictions on how they may be used. The remaining balance of $24.7 million is unrestricted and may be used to meet the government’s ongoing obligations to citizens and creditors. Reported in Table 2 are the key elements of the changes in net position for the current year. Key elements of this change are as follows:  Total revenues increased by $10.5 million, which is primary attributable to the sale of surplus property for $4.7 million and a $3.1 million increase in investment returns as the result of improved market performance for the City’s investments during the fiscal year. Additional information on the City’s investments can be found in Notes 3 and 4 to the financial statements. 8  Total expenses increased $6.5 million, or 23.1%. This is primarily attributable to increases in payroll and related employee benefit costs, most notably a significant increase in actuarial pension expense.  Capital grants and contributions increased $1.1 million. This is primarily due to expending state financial assistance from the Restoration Deepwater Horizon oil spill grant of $1.1 million on a capital restoration project at the Fort Walton Beach Landing.
