Regular Meeting
The Mayor read the resolution by title.
The City Manager explained that Okaloosa Island residents David and Rebecca Sherry
approached the City to discuss the adoption of a resolution of support for a sand tracer study to
determine the actual direction of sand migration along the coastline near the East Pass Inlet The
City Manager continued that an East Pass Inlet Management Plan ( Plan) which deals with the
placement of dredged material from the East Pass Inlet Area, was completed through a
partnership between the City of Destin and the FDEP, and that Okaloosa County was also
involved in the development of the final plan. Through research done by Staff, it has been
determined that the latest Plan formally adopted by the FDEP on July 24, 2013, is consistent with
the Florida Statutes and discussed several strategies for the East Pass Inlet Management.
In regards to the request of Mr and Mrs. Sherry that the City Council support a sand tracer study
at no cost to the City via a resolution, the City Manager stated that with the formal adoption of
the 2013 East Pass Inlet Management Plan, Staff finds that action by the City Council is not G
necessary; the City does not have any financial capability to support a sand tracer study; and any
additional study performed in conjunction with the Plan should be initiated by the City of Destin, e
Okaloosa County, or FDEP. Therefore, since the City is not directly impacted by the 2013 East
Pass Inlet Management Plan, there is no direct final impact related to dredging, a sand tracer
study, or anything related, Staff recommends City Council take no action on Res. 2013 -21 to a
support a sand tracer study for the East Pass Inlet.
F
Rebecca Sherry presented a PowerPoint showing the importance of the beaches to the City and c
the entire area and explained how the sand tracer study will benefit the beaches of Okaloosa n
Island.
rn

David Sherry informed that the County has not adopted or proved the plan, that the City is not o
being asked for any financial assistance; and stressed the importance of the beaches and that the ry
City is directly impacted by what happens on the beaches.
Upon questioning by Council, Mr. Sherry responded the resolution is seeking support for an u
actual test of the theory before it is implemented, and informed that there is a potential funding
sources for the study.

G
Steve Schmidt, City of Destin, gave an overview of what the City of Destin' s study consisted of
and stated Destin will not fund or support and does not encourage a sand tracer study, and stated
the beaches are not going anywhere and the Plan done by the DEP is adequate.
fe
John Scott of Okaloosa Island spoke in favor of having the test done and stated the City need to
support Okaloosa Island.
Jean Hunicutt, 199 Alder Drive, encouraged Council to consider the study and do responsible
management, as well as the need to support Okaloosa Island.
Ron Johnson, Destin, stated he has issues with the proposed resolution and for Council to take a
good look at it, and stated someone will have to pay for the study.
Sandra Atkinson. 608 Audobon Drive, advised she owns a business in the City and encouraged
Council to vote for the study.

Maury Shakleford stated his feeling the study would be a waste of time and money and urged
Council vote against it.
Mike Wright, Okaloosa Island, stated the businesses in the City are dependent on tourism and
encouraged the study.
Mr. Goodwin questioned if making modification to the resolution would make it acceptable. The
City Manager responded that modifications would not make it acceptable, stating the parties
involved, including the County, Chamber of Commerce, and the DEP, have adopted a plan that
states a sand tracer study is not necessary.
The City Attorney recommended taking no action until the next meeting when an amended draft m
could be studied, and did not recommend approving the resolution when changes are unknown. o
