BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 21, 2016
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Resolution setting a public hearing for assessment for Falcon Way and
Eagle Way
DEPARTMENT: Public Works
BCC DISTRICT: 1
STATEMENT OF ISSUE: Various property owners within the Pines and Triple Lakes
subdivision in northern Okaloosa County have sought the assistance of the County in obtaining
paved roads in their subdivisions. Many have submitted petitions under the County’s MSBU
policy to create an MSBU and obtain the paving of their roads. Subsequently the Board created
the MSBU and the County has received a sufficient number of petitions to improve two roads
within the Pines and Triple Lakes subdivision. Those are Falcon Way and Eagle Way.
As contemplated, each property owner will pay their fair share of the actual cost of the
improvement of their road over a period of years as an assessment against the property. The
assessment will be collected annually on the ad valorem tax bill. The initial step in this process
is the adoption of a Preliminary Assessment Resolution which will establish the proposed rate for
the assessment and schedule a public hearing for the adoption of a Final Assessment Resolution
which will actually impose the assessment.
BACKGROUND AND ANALYSIS: Various property owners within the Pines and Triple
Lakes subdivision in northern Okaloosa County have sought the assistance of the County in
obtaining paved roads in their subdivisions. Many have submitted petitions under the County’s
MSBU policy to create an MSBU and obtain the paving of their roads. Subsequently the Board
created the MSBU and the County has received a sufficient number of petitions to improve two

The proposed cost of the improvement would be financed over a period of fifteen (15) years and
paid annually by the property owner. Only those properties which abut the road being improved
would be subject to the assessment. It is anticipated that the cost per year will be $528.26 which
includes the cost of construction, interest and cost of collection. The property owner has the
opportunity to prepay the assessments and avoid the interest and cost of collection. The
prepayment amount will be $5,536.54.
Approval of the Preliminary Assessment Resolution will result in the scheduling of a public
hearing for August 2, 2016 at 9:00 a.m., or shortly thereafter, and direct staff to provide the
necessary mailed and public notice.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Approve the Preliminary Assessment Resolution scheduling of a
public hearing for August 2nd, 2016 on, or shortly after, 9:00 a.m. for the adoption of a Final
Assessment Resolution.
