BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 4, 2014 TO: Honorable Chairman and Members of the Board FROM: Paul Lawson SUBJECT: Securus Technologies - First Amendment DEPARTMENT: Corrections BCC DISTRICT: All STATEMENT OF ISSUE: Request authorization for Chairman to sign 1st Amendment to Contract #C14-2102-COR with Securus Technologies amending the interstate calling rates and the minimum annual guaranteed commission (MAG) from $350,000 to $310,000. BACKGROUND: A recent Federal Communications Commission ruling limits rates for interstate telephone calls from inmates using inmate telephone systems and sets rates for said calls at $.021 per minute for debit calls and $.025 for collect calls effective February 11, 2014. The new regulation also provides that no commission shall be paid on revenues earned through the completion of interstate calls of any type. The Securus contract offers a generous minimum annual guaranteed commission (MAG) payment which will be adjusted downward by $40,000.00. Commissions may exceed this amount depending on utilization of the phone system by inmates.
