Task Location: Destin Florida -Okaloosa County, Florida 2. Task Name: Noise Wall 3. Task Description / Scope of Services: This task order provides for the design, bidding and construction phase services of a 300" x 22’ noise wall at the Destin Executive Airport. The wall will be near the south property line beginning at the Destin Jet entrance sign and ending at the Destin Jet hangar. An existing 8" wood wall with 45 degree kickers exists that will be demolished. Behind this wall are several utility runs including waterlines, cable, power, and telephone. A power transformer, several telephone pedestals, “local” power (for landscape uplights and entrance sign) and a cable pedestal exist behind the wall with a swing gate for access. It is the intent of this design to leave them in place and ensure the foundations provide them adequate clearance. The “local” power will be relocated and mounted to the base of the wall and placed in new conduit. Since there is no provision for a gate in a large noise wall and the wooden kickers will be removed, a paved access will be provided behind the wall for the utilities. The design shall consist of prefabricated concrete panels with a texture on one side. Owner may elect for a graphic pattern (i.e. an aircraft or a pelican) on select panel faces. The foundation shall consist of drilled concrete shafts or auger cast piles. The designers shall Task Order for Destin Noise Wall March 12, 2015 Page 2 of 4 utilize survey and geotechnical information obtained as a part of this project in association with local codes for wind speeds for the foundation design. As an added service, utility research and field locate services shall be provided. Note: pre- design locates by sunshine on call are not reliable due to the fact no digging is actually occurring. It is imperative that accurate locations are obtained to avoid conflicts with crossings. There will be a need to protect the wall from vehicle bumpers to avoid damaging the concrete panels. Per City of Destin land Development Code, wheel stops can be provided at 30" offset from the wall. Other options may include bollards or guard rail. The estimated cost for construction is $220,000; based on a square foot cost of $30 and added project elements such as demolition, parking modifications, and sidewalk access to transformers. Detailed design activities, bidding phase, construction management and construction inspection services tasks are listed in Exhibit “B". 4. Compensation: The COUNTY shall compensate the CONSULTANT for the performance of these services a lump sum fee of $88,160. This proposal contains our understanding of the project, our approach to the exploration, and our fee estimate and schedule. SITE AND PROJECT INFORMATION Our understanding of the proposed development is based on: e Review of emailed project information provided by the client; and e Our recent experience providing geotechnical services for similar projects in this locale. We understand that a 20-foot high by 240-foot long sound barrier wall (to be constructed of pre-cast concrete panels) is proposed at the Destin Executive Airport (DTS) in Destin, Okaloosa County, Florida. The proposed wall alignment will extend from the Destin Jet entrance sign to the edge of the Destin Jet Hangar. Our services have been requested to provide geotechnical design parameters relevant to designing and installing either a drilled shaft or augered cast-in-place (ACIP) pile foundation system, and to provide construction materials testing services during the design phase of the project. We understand that the proposed wall alignment is accessible to a truck mounted drill rig, and therefore neither difficult access nor site clearing allowances will be required for the geotechnical exploration. Our proposed scope of services is designed to assess the site’s subsurface conditions as they pertain to the presence of organic materials, loose or otherwise unsuitable soils, and groundwater. We anticipate that Standard Penetration Test (SPT) data will be required to evaluate the proposed wall alignment. All drilling, sampling and testing on this project will be conducted in general accordance with ASTM procedures or other applicable standards and practices. We will not perform additional services without your prior approval. e
