Pursuant to Florida State Statute Title XVIII, Chapter 274. 07, request authorization for the removal of fixed assets from the City' s accounting inventory and record it in the City Council minutes for items that were disposed of during FY 2004- 05. Consideration of a request to participate in the 6th Annual Northwest Florida Legislative Days at the silver sponsorship level requiring a contribution of $250; and further authorize the City to set up a booth at the event which is scheduled for February 8, 2006, as outlined in the backup report. An Ordinance (1665) of the City of Fort Walton Beach, Florida, relating to the rezoning of certain property within the City of Fort Walton Beach located at 106 Jonquil Avenue NW; providing for authority; providing for findings of fact; providing for property to be rezoned from C- 1 ( Limited Commercial) District to R-2 ( Multifamily Dwelling) District; providing for a zoning map amendment; providing for conflicting provisions; providing for severability; and providing for an effective date. An Ordinance ( 1684) of the City of Fort Walton Beach, Florida; providing for authority; generally pertaining to term limitations; amending Section 2- 57( b), Terms of Member; Limitations, to correct inconsistency regarding Code Enforcement Board member term limitation; amending Section 20- 65 ( a), Officers; Quorum; Rules of Procedure for Municipal Board, to delete term Planning limitation for Chairperson and Vice- Chairperson of the Municipal Planning Board; providing for severability; establishing an effective date. An Ordinance (1686) of the City of Fort Walton Beach, Florida, relating to the General Employees Retirement Plan; amending Section 17- 13 to provide for a one- time election to in the participate plan for nonmembers; amending Section 17- 14 to provide for the purchase of service credit for past service with the City; amending Section 17-23 to provide for the direct transfer from eligible 457 plan to purchase past service; providing a severability clause; repealing all ordinances in conflict herewith; and providing an effective date. An Ordinance ( 1654) of the City of Fort Walton Beach, Florida, relating to the rezoning of certain property within the City of Fort Walton Beach located at 1988 and 1992 Lewis Turner Boulevard; providing for authority; providing for Findings of Fact; providing for property to be rezoned from P- 1 ( Professional Office) District to HC ( Highway Commercial) District; providing for a zoning map amendment; providing for conflicting provisions; providing for severability; and providing for an effective date. Pursuant to Chapter 2, Section 266, Fort Walton Beach Code of Ordinances request authorization to waive the formal bid process and to award contracts for Walkedge Canal dredging and sea wall repair separately to Decks- n- Such of Fort Walton Beach, FL, in the amount of $44, 860. 80 for the Walkedge Canal Dredging Project and to LD& L Marine Contractors of Mary Esther, FL for Walkedge Seawall Repair in the amount of $53, 900. 00, as outlined in the backup report. Both the seawall and the canal were damaged from Hurricanes Ivan and Dennis. Further authorize the City Manager to execute change orders up to $ 20, 000 for each contract, not to exceed and aggregate of 20, 000 per contract.
