BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 21, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Task Order 9 - NSP AVCON DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: The Growth Management Department requests that the Board approve the attached Task Order No. 9, for acceptance of Avcon's Architectural proposal for the continued Neighborhood Stabilization Program (NSP) project located at Palm Village, Fort Walton Beach, Fl. BACKGROUND: Through the Neighborhood Stabilization Program (NSP) as mended through Modification #8, Okaloosa County was allocated a total of $3,560,352.73 of which $2,294,848.27 are considered regular funds which can be used for a variety of affordable-housing related purposes, and $1,265,504.46 which are considered a supplemental allocation and must be used for rental housing. On November 24, 2009, Okaloosa County and the Department of Community Affairs (now Department of Economic Opportunity) executed an Agreement (10DB-4X-01-56-01-F18) through which these funds have enabled the County's NSP Contractor, the Okaloosa Community Development Corporation (CDC) via Contract C10-1798-GM, to purchase 61 units in the Rolling Pines Townhome development in Crestview, 2 single-family homes on Dahlquist Drive in Crestview, and the partially-developed Palm Village development in the unincorporated Wright area south of Eglin which includes 6 existing townhomes as well as vacant land on which additional units had been approved but never constructed. The vacant portion of the Palm Village property is identified in the County’s approved NSP plan as a land bank on which additional units will be constructed as funds become available. On November 20, 2012 the Florida Department of Economic Opportunity (FDEO) awarded Okaloosa County $715,111.77, of which $301,917.73 is additional NSP funds and $413,194.04 is NSP-derived program income. In accordance with the approved NSP plan, it is the CDC’s intention to use these funds to begin construction of additional units at Palm Village. In consultation with the FDEO, staff and the CDC determined that the most expeditious way to retain the construction management services needed to undertake this development would be to enter into a contract with one of the consulting firms under annual contract with the County and who are qualified for this work. In accordance with the County’s competitive procurement procedures, a request for proposals was sent to Avcon, Inc., and has been accepted by the CDC. If approved by the Board of County Commissioners, the attached Task Order will enable Avcon to provide construction management services for the CDC, thereby enabling the construction of additional units at the Palm Village development as provided in the County’s NSP workplan. RECOMMENDATION: The Growth Management Department recommends that the Board approve and authorize the Chairman to sign Task Order No. 9. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
