Contract # AH105
OKALOOSA COUNTY BOCC
MC Blanchard Bldg., 190 Governmental Center
Pensacola, Florida 32502
Dear OKALOOSA COUNTY BOCC:
As you are aware, section 394.9082, Florida Statutes, authorizes the Department of Children and
Families (hereinafter the “Department”) to contract with a Managing Entity (ME) to manage the day-to-day
operational delivery of behavioral health services, including substance abuse and mental health services,
through an organized system of care. The Legislature found that a management structure that places the
responsibility for publicly financed behavioral health treatment and prevention services within a single
private, nonprofit entity at the local level will promote improved access to care, promote service continuity,
and provide for more efficient and effective delivery of substance abuse and mental health services. One
of its major goals is to remove administrative functions from service providers to better serve individuals
needing care.
To that end, the Department is finalizing negotiations of a contract with Big Bend Community Based Care,
Inc., to serve as the Department's ME for the Northwest Region (including Madison and Taylor Counties)
to provide the coordination, integration, management and all other functions necessary for the effective
delivery of behavioral health services. Section 394.9082(6)(b), Florida Statutes, directs the Department
to terminate all contracts with providers in Northwest Region (including Madison and Taylor Counties).
Similarly, section 394.9082(6)(c), Florida Statutes, requires the ME to offer contracts to all providers
currently under contract with the Department. In order to ensure continuity of service, however, the
Department will be offering providers, including OKALOOSA COUNTY BOCC, the alternative of agreeing
to an assignment of their contracts to Big Bend Community Based Care, Inc., with some changes, by
March 12, 2013.
Under the Department's proposed coniract with Big Bend Community Based Care, Inc., the ME will be
responsible for performing the following baseline functions for the Department:
e System of Care Development and e Continuous Quality Improvement
Management e Planning
° Utilization Management e Training and Technical Assistance
* Network Management e Board Development and Governance
e Financial Management . : .
g e Disaster Planning and Responsiveness
e Data Collection, Reporting and Analysis
In addition, the Department’s proposed contract with Big Bend Community Based Care, Inc. requires the
implementation of many substantive programmatic changes, which the ME will in turn require of all
providers such as OKALOOSA COUNTY BOCC, including:
e Specific requirements relating to integration with child welfare and prioritization of pregnant
addicted women and women with dependent children
e Specific requirements relating to family-centered treatment

Community Based Care, Inc. Upon Assignment of the contract, Big Bend Community Based Care, Inc.
will contract directly with and have the responsibility for managing and reporting OKALOOSA COUNTY
BOCC’s overall performance. Therefore, invoices for services provided in March 2013 should be
submitted to Big Bend Community Based Care, Inc., who will then process payment. The execution of
