Enhance ability to quickly and safely control incidents involving multiple, potentially violent offenders without the need to resort to deadly force by training and equipping shift deputies to act as a Quick Response Field Force. Establish a personal protective equipment cache accessible to shift supervisors sufficient to outfit 30 officers for rapidly-developing crowd control situations. 2. Enhance command and control capabilities by adding satellite communications and mobile hotspot capabilities, along with command and control software to improve command situational awareness, unit control, and officer tracking at significant incidents. 3. Enhance deputy’s ability to locate suspects and offenders inside structures through new, field-proven sensor technology. STRATEGIES: The program consists of literature searches, best practices research, in-house training, and equipment purchases. Federal funds will be used only to purchase the supplies and equipment needed to implement the project. The first phase of the project, expected to last 60 to 90 days, will be comprised of literature and best practices searches. Personnel of the OCSO Office of Professional Standards (OPS) will perform the literature search to find existing policies and standard operating procedures necessary to implement the project. Designated law enforcement supervisory personnel will simultaneously coordinate with other law enforcement agencies and specialized teams to determine what best practices are available, and how they can be relevant to the circumstances within our agency. The second phase of the project, which will begin once the research is complete, will determine what training program is necessary to implement the project in the field. We anticipate that some training can be accomplished thru online courses developed by others or in-house. Some training may be provided by vendors to selected officers, who will then train other users. Once the program is designed, the training will commence. Depending on the amount and type of training required, this phase could last from 30 to 60 days. The third phase of the project consists of deciding upon specific equipment specifications and types, requesting competitive quotes or bids, and purchasing the equipment. This phase will begin concurrently with Phase Two, and continue for up to 90 days. PROJECT IDENTIFIERS: Communications, Computer Software/Hardware, Equipment-Tactical, Less-Than-Lethal, Violence-Violent Crime 2014 JAG Local Byrne Grant Application - Okaloosa County Board of Commissioners PROGRAM NARRATIVE Phase One will help determine the exact nature, type, and specifications of the equipment to be ordered. Preliminary research shows we will need to purchase the following items: 1. 30 sets of protective and less-than-lethal personal gear to be prepositioned among three district stations (10 kits each) 2. SATCOM system to be installed in an existing OCSO mobile command post, along with a mobile WiFi hotspot with sufficient range to allow supervisors and command staff to connect within a radius of 200 feet (outdoors). 3. Incident Command and situational awareness software for use on mobile computers and smartphones. 4. Ahandheld radar device to be used for determing the number and location of suspects inside buildings. We anticipate all aspects of the project will be completed within 180 days. The OCSO Office of Professional Standards (OPS) will continue research for best practices to safely and rapidly contain spontaneous crowd disturbances (such as large fights at special events or entertainment venues, gang fights, etc). Currently, the OCSO has neither the training nor equipment necessary to effectively respond to such situations without the potential for quickly escalating the use of force matrix. We believe this project will provide the training and resources to allow officers to more safely quell such disturbances and thus delay or forestall the necessity to elevate use of force. Furthermore, it will improve the tactics and methods used by officers, thereby enhancing public perception and reducing liability. OPS will incorporate findings in a training program and standards development for use in training and operations. A portion of this research has been completed, and has identified certain equipment shortfalls existing within the agency. These shortfalls will be met by using federal grant funds to obtain approved equipment. In order to minimize costs, we will buy only enough equipment to establish a cache in each district office. These caches will be available for rapid issue to officers. The equipment caches will be used for periodic training to ensure effective use in an emergency, and to facilitate cache inventory. No equipment will be issued or prepositioned until officers have been trained and an approved policy is in place. Previous planning and exercise lessons learned have demonstrated the need for more effective situational awareness and positive supervisory control during serious incidents that involve multiple agencies and high numbers of responding officers. It has been difficult for an Incident Commander to effectively control the placement and activities of all responding officers over a large area, to communicate command intent to sub-commanders, and still develop an effective incident strategy. A portion of the grant project will enhance the ability of Incident Command staff to maintain awareness of officer activities and location, as well as to disseminate tactical information at an incident scene, the OCSO will expand Incident Command training and systems. This entails more emphasis on Unified Command with Fire and EMS commanders, field training exercises to include a full command element (rather than simply the tactical elements), and deploying a secure system for networking responding supervisors/incident command staff in the field. One of the biggest officer safety problems for officers responding to barricaded suspects and violent offenders inside buildings is determining their location, number, and status. The OCSO has researched technology enhancements that can help officer solve this problem. OCSO will purchase a handheld radar system with an effective range of up to 50 feet, the system can “see” through walls, floors and ceilings constructed of reinforced concrete, cement block, wood, brick, adobe, glass and other common non-metallic construction materials. FY2014 JAG Local Okaloosa County BUDGET AND BUDGET NARRATIVE Grant funds will be used to purchase equipment and supplies only. The items to be ordered will be based on research to determine the best items for the desired objectives. Much of the research has already been accomplished, however, once we know we havea funding source we will complete the literature reviews and coordination with other agencies to further refine equipment selection, training development, and standards for use, PERSONNEL — No cost TRAVEL — No cost EQUIPMENT Equipment will be acquired thru a competitive bid/quote process or thru state contract unless the vendor is a documented sole source. Range-R Through the Wall Sensor 6,500 Mobile SATCOM Dish, with WiFi Hotspot, installed in Mobile Command Post 22,059.00 Range-R Through the Wall Sensor provides officers the ability to check rooms for the presence of life. Using this equipment, officers can determine the number of persons in a room, their relative location, and if they are breathing without making entry. We have observed this equipment demonstrated and have talked with users. Our research shows it is proven technology. Mobile SATCOM Receiving Dish, with WiFi Hotspot, installed in Mobile Command Post. This system provides the ability for Incident Commanders and staff to connect to the internet and link to mobile, handheld devices used by sub-unit commanders to maintain situational awareness and disseminate information and instructions. It will be used to support Unified Command operations at significant incident sites. It also allows the Command Post to download information from the OCSO network and other data sources. This need addresses lessons learned in field exercises and actual incidents. SUPPLIES Supplies will be acquired thru a competitive bid or quote process or thru state contract unless the vendor is a documented sole source.
