BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 17, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Rocky Bayou Drive Sidewalk Improvements (Construction LAP) DEPARTMENT: Public Works BCC DISTRICT: 5 STATEMENT OF ISSUE: The Florida Department of Transportation (FDOT) has issued a Local Agency Planning (LAP) Agreement to Okaloosa County in the amount of $288,338.00 for construction of the Rocky Bayou Drive Sidewalks Improvement Project. The LAP Agreement includes $262,125 for actual construction as well as $26,216 in funding for Construction Engineering & Inspection Services (CEI). The design is on track to be completed by the May 30, 2016 deadline. There is no funding match required by Okaloosa County as part of this Agreement. BACKGROUND AND ANALYSIS: The Rocky Bayou Drive Sidewalk Improvements Project was first submitted to the West Florida Regional Planning Council’s Transportation Enhancement Program for consideration in 2000. The project was found to be eligible and has been supported by annual resubmittals since that time with the design phase being funded in 2015. The project will consist of adding 5' pedestrian sidewalk along the south side of Rocky Bayou Drive from Forest Road to Huntington Circle in Niceville, FL. OPTIONS: Approve/Disapprove execution of the LAP Agreement and authorize the Chairman to sign the agreement and Resolution as well as all future grant documents during the term of the grant. Further, allow delegation of electronic submission to C&G on behalf of the Chairman and all required future grant documents during the term of the grant into LAPIT. Also, authorize permission for Public Works, in conjunction with the Purchasing Department, to advertise the Request for Bids (RFB). RECOMMENDATION: Approve execution of the LAP Agreement and authorize the Chairman to sign the agreement and Resolution as well as all future grant documents during the term of the grant. Further, allow delegation of electronic submission to C&G on behalf of the Chairman and all required future grant documents during the term of the grant into LAPIT.
