Florida Statues § 1002.331 authorizes a high-performing charter school to increase its student enrollment once per school year. The
Collegiate High School at Northwest Florida State College has maintained its status as a high-performing charter school since 2013, and, as
such, the CHS Governing Board has the authority to increase the yearly enrollment capacity for each academic year. For Academic Year
2024 -2025 CHS requests approval to increase capacity by up to 50 students for a total of 485 students in CHS.
For context, CHS has grown in stages:
In Academic Year 2022 – 2023, fulfilling the Expanding Early College and Career and Technical Education Grant through the Florida
Department of Education, CHS added 50 seats to its prior 285 seat capacity to offer 9th grade at CHS specifically in an Associate in
Science (A.S.) Track, bringing total enrollment to 335 students.
In Academic Year 2023 -2024, the Collegiate High School Expanded its enrollment capacity by 100 students, bringing total
enrollment to 435 students with a few adjustments: (1) expanded 9th grade by another 50 seats to include as Associate in Arts
(A.A.) track, and (2) added 50 seats to 10th grade to allow for the promotion of the first 9th grade class.
For Academic Year 2024 – 2025, CHS proposes adding up to 50 seats. These seats will permit the original 50 9th grade students to continue
progressing from 10th to 11th grade. This will bring the total maximum enrollment of CHS to 485 students. There is sufficient space in the
CHS building to accommodate this expansion, and CHS has appropriate staff to support the expansion.

At the April 25, 2022 Regular Meeting the School Board approved Resolution 22-03 which surplused F.I.S.H. Parcel 8, Facility 5 vacant land
(Okaloosa County Parcel ID No. 07-3N-23-1760-0004-0010) located at Lovejoy Road and Hill Avenue, Fort Walton Beach, FL, which
contains approximately 17.43 +/- acres. Resolution 22-03 directed the Superintendent to advertise the real property for sale by sealed
proposals and to return a recommendation to the School Board for disposal of the subject property.
Proposals were opened on June 7, 2022, under RFP 22-02: Sale of Surplus Property - a 17.43 +/- acres located on Lovejoy Road and Hill
Avenue, Fort Walton Beach Florida.
Two appraisals were ordered to establish fair market value of the property, (a) Teel & Waters Real Estate Co, Inc. in the amount of
$1,650,000 and (b) Marr Appraisal, LLC in the amount of $1,800,000. The purchase prices in the proposals received were significantly under
the range of the appraised Fair Market Value. The Facilities Planning Department and the School Board Attorney reviewed the proposals
received and the appraisal reports. It was the recommendation of the Facilities Planning Department to reject all bids and investigate other
options for the sale of this property. The School Board at its Regular Meeting on June 27, 2022, accepted the recommendation and rejected
all bids received.
Following that action a unsolicited proposal was received from D.R. Horton, Inc., to enter into a Letter of Intent and subsequent Land
Purchase Contract for the purchase of the subject real property. A Land Purchase Contract has been negotiated for a purchase price of
$2,100,000.00, which the Superintendent is recommending for approval subject to the Board's review at a public hearing.
Please contact Dr. Bill Smith for additional information, 689-7158.
