SUBJECT: Approve Agreement for Lease of 4 Motor Graders

STATEMENT OF ISSUE: On April 25, 2013 the Board approved the Award of 4 motor graders to be
leased from Cowin Equipment @ $15,976.56 per grader. During the review of the subsequent lease
documents, staff took exception to some of the proposed conditions. These have now been amended to the
County Attorney’s satisfaction. Attached is an e-mail of explanation from Mr. Dowd, the revised agreement
with Kansas State Bank of Manhattan, a buyback bond, Cowin’s buyback letter and the Resolution.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends approval and execution of the agreement.
