BACKGROUND & ANALYSIS: On September 17, 2013, the Okaloosa County Board of County Commissioners approved an Inter-local Agreement between the Okaloosa County Airports Department and the Okaloosa County Public Works Department to advance the design and construction of the new direct access connector roadway (Foy Shaw Industrial Parkway) between US Highway 90 and Bob Sikes Airport. Public Works requested solicitation of an engineering firm to provide environmental assessment, roadway design and construction engineering, and inspection services for the Foy Shaw Parkway Development Project. The Board approved the Request for Qualifications (RFQ) on April 15, 2014. The RFQ was due on July 25, 2014, and five proposals were received. The committee has reviewed the proposals and selected HDR Engineering, Inc. as the top ranking firm and now request to enter into contract negotiation. OPTIONS: Approval/Deny entering into contract negotiation with HDR Engineering, Inc. for environmental assessment, roadway design and construction engineering, and inspection services for the Foy Shaw Parkway Development Project. RECOMMENDATION: Staff recommends approval of entering into contract negotiation with HDR Engineering, Inc. for environmental assessment, roadway design and construction engineering, and inspection services for the Foy Shaw Parkway Development Project.
