Subject: Engineer's Recommendation of Award
Packaged Pump Station – Meigs Seminole PS Project
Okaloosa County, Florida - Bid No. WS 78-15
Dear Mr. Littrell:
Material ONLY bids were received and opened for the "Meigs Seminole Packaged
Pump Station” at 2:30 p.m. on January 13, 2016. The Board of County Commissioners
received two (2) responsive bids for the project.
The project was bid with a Total Base Bid and two (2) Additive Cost Items. The Total
Base Bid was for a complete fiberglass wetwell, 110hp 1800 RPM pumps (4 total),
guiderails, discharge piping, and level monitoring devices.
The Optional Cost Items:
ITEM 4 Upgrade to Hardened Metal Impeller (Additive)
ITEM 5 Upgrade to Hardened Metal Volute (Additive)
Attached is the bid tabulation of the pricing received for the Base Bid Item and the
additional Alternate Items for the recent bid solicitation. The project was designed
and specified around three pump manufactures, all approved by OCWS. KSB pump
supplied by Pump & Process Equipment, Inc.; Flgyt Pump supplied by Jim House &
Associates and WILO pump supplied by AAG Services, Inc. Bids were only received
from Pump and Process and Jim House and Associates.
The base bid for the Flgyt pump was $382,000 and included a zero cost increase for
adding the Harden Impeller (Additive Item 4) and a No Bid for the Harden Volute
(Additive Item 5) with deliver time of 175-day. All bid specifications were met, except
for the impeller type (discussed below). The KSB pump base bid was $377,740 and
included a $52,624 total ($13,156/pump) increase for Additive Item 4; a $24,064 total

($6,016/pump) increase for Additive Item 5 with a deliver time of 280 days. All bid
specifications were met.
In review of the proposals it was noted that the Jim House Associates proposal
included the Flgyt pump manufactured with the patented “N” impeller design. The
bid specifications stated the pump must be able to handle passing a 3” sphere. The
Flgyt “N” Impeller work somewhat different and will not allow any type of large solid
object to enter into vanes or volute (such as a block of wood or billiard ball). The
impeller is designed to keep the impeller vanes clean and handle large stringy solids
like a mop head by shearing portions off as the impeller makes each revolution until
the matter has been passed. Flygt warranties the impeller for 12 months to be
completely clog free, in addition to the 5-year warranty for the pump. All other
qualification requirements specified in the contract documents were satisfied by
Flygt. Okaloosa County has several projects using Flgyt pumps, including the recent
installation at the Camp Rudder PS. I have also included email correspondence
between Constantine and the Jim House sales rep on the operation and benefits of the
“N” impeller for your use.
Pursuant to the bids received for the above referenced project, Constantine
Engineering, Inc. recommends that the Okaloosa County Board of Commissioners
award this project to Jim House and Associates, they being the lowest and most
responsive bid for the combined Base Bid and Additive Alternate Item #4 for a
combined lump sum total of $382,000. Total maximum delivery time after receipt of
the signed purchase order is 175 days.
Constantine does not recommend the selection of the Alternates Items 5, as submitted.
Should any questions arise, please do not hesitate to contact me directly at
850.244.8500.
Sincerely,
Joseph G. Crews, P.E.
Project Manager
