BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 6, 2013
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Ratification of Chairman's Signature
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to ratify the
signature action of the Chairman to submit an FAA grant application for the Aircraft Rescue and
Fire Fighting (ARFF) facility to be constructed on Eglin AFB.
BACKGROUND: The Board submitted a pre-application to the FAA on February 19th for
federal funding to construct an ARFF facility on land to be leased from the Air Force. The
facility will be operated by Eglin AFB and is located in a strategic site to meet FAA emergency
response times and at the same time to benefit Air Force operational mission requirements. The
FAA deadline of July 26th for submission of the grant application for Military Airport Program
(MAP) funding caused a compressed period for the application be submitted with actual bid
results which were not opened until July 25th. Consequently the FAA application deadline
prevented the Airports Department from scheduling the normal time frame for obtaining Board
approval for the grant application. Therefore, the emergency grant procedure was invoked,
whereby the Chairman signed the application with Board ratification required at the next
meeting. A copy of the grant application and justification for requesting $2,743,526 (90% of the
total cost of $3,048,362) is attached. The County’s share will be $152,418.00 from Passenger
Facility Charges. The Board is also requested to authorize the Chairman to accept the grant
award offer on its behalf when received from the FAA.
OPTIONS: Approve, disapprove or table.
RECOMMENDATIONS: The Board of County Commissioners is requested to approve the
Chairman's action in signing the FAA grant application, and to accept the grant offer on its
behalf when received.
