NEW BUSINESS - COUNTY PROJECTS FOR RESTORE CONSIDERATICN
Mr. Rick Owen, Administrative Manager, stated Board direction is
requested for submission of projects from county departments for
RESTORE Act direct component consideration. He stated the
Okaloosa RESTORE Advisory Committee (ORAC) was established
(Resolution NO. 13-47) and given the responsibility of
developing “an application and application procedure for
potential projects or activities to be funded by RESTORE Act
funds and solicit and accept all applications.” ORAC will
review and rank each proposed project and make recommendations
to the Board. Mr. Owen stated the Board can accept all of the
recommendations or none of them.
Mr. Owen provided the following alternatives to assist
departments with the process:
1. The Board can request a prioritized list of project ideas
and direct staff to submit any or all of the items on this
list to the ORAC for evaluation.
2. The Board can, without prior review, direct staff to submit
any or all projects that are compatible with existing
county goals, objectives, and responsibilities and
consistent with the requirements of the RESTCRE Act for
ORAC evaluation, subject to approval by the County
Administrator.
3. The Board can give direction on the types of projects to
submit and then allow staff to develop and submit projects
meeting the Board’s criteria for ORAC evaluation.
Mr. Windes pointed out during the January 27 workshop, we made
statements we would not submit a large amount of projects and
the Board would respect ORAC's grading system. He stressed the
importance of honoring those two factors.
Mr. Harris concurred. Mr. Boyles said it appears Option #2 is
most true to those statements. Upon inquiry by Mrs. Ketchel,
Mr. Boyles answered the Board will makes 1its decision on
projects when ORAC brings its recommendations back.
