The regular Tuesday meeting of the Okaloosa County Board of
County Commissioners was called to order at 6:00 p.m. at the
Water & Sewer Administration Building in Fort Walton Beach.
Members present were Nathan D. Boyles, Chairman; Charles K.
Windes, Jr., Vice Chairman; Wayne Harris; Carolyn Ketchel; and
Trey Goodwin. Also present were J. D. Peacock, II, Clerk of
Circuit Court; John Hofstad, County Administrator; Greg Stewart,
County Attorney; and Gary Stanford, Finance Director, Clerk’s
Office.
COUNTY ADMINISTRATOR'’S UPDATE
Mr. Hofstad reported the interview process for the Deputy
Administrator position was completed earlier today. He said a
recommendation will be presented at the next meeting.
Mr. Hofstad also advised that he met with Supervisor of
Elections Paul Lux to discuss the significant needs for his
office with regard to new voting equipment. He said at the next
meeting he will return with information on appointments to a
selection committee to review voting equipment options.
COUNTY ATTORNEY'S UPDATE
Mr. Stewart stated he has nothing.
COMMISSIONER’'S MINUTE
Mr. Harris stated two weeks ago the Board sat through three
hours of discussion options and in the end some were successful
and some were not. He said the leadership of Nathan Boyles and
Kelly Windes is a benefit to this county.
Mr. Goodwin and Mr. Windes stated they have nothing at this
time.
Mrs. Ketchel thanked Sheriff Ashley and the Okaloosa County
Sheriff’s Office for providing an officer at the meeting.

CLERK OF COURTS' UPDATE
Mr. Peacock said at the last meeting, Mr. Hofstad spoke on the
need for adding resources for his office. He agreed with Mr.
Hofstad’'s request and said it is sorely needed.
PUBLIC COMMENT
Mr. Julian Cook, Monahan Drive in Fort Walton Beach, stated he
would like to speak on the agenda item to consider renaming the
ailrport. He said his reasons are not to stand for or against
the issue but to bring scope to the matter. Mr. Cook felt there
could be ramifications on tonight'’s vote, saying it is one thing
to change the name as a branding initiative only but another for
an international operation. He asked if due diligence has been
done regarding security and costs for an international
operation.
Mr. Cook stated he has heard the proposed move is in name only.
However, he said using the word “international” in the name is a
promise to the consumer. Mr. Cook asked if we know with
certainty that what we are doing is in name only. He said input
is required from other entities regarding international status.
Mr. Cook stated Eglin Air Force Base (EAFB} 1s one of only 12
joint use military facilities in the world and asked if Eglin
officials have approved the name change.
Mr. Cook cited various federal regulations regarding security
operations, customs, and agricultural inspections at
international airports. He said the airport would be zrequired
to provide office space for these federal operations at no cost.
Another concern expressed by Mr. Cook was how changing the
alrport would affect the viability of EAFB. He asked if it
could preempt EAFB for being considered for drone operations or
if it would have an adverse effect during the next round of
BRAC.
Mr. Cook then concluded his remarks by asking if we are being
fair to the consumer if including the word *“international” is
for branding purposes only.
VISITOR - CLERK OF COURTS J. D. PEACOCK, ROLE OF NEW INSPECTOR
GENERAL DEPARTMENT
Clerk of Courts J. D. Peacock thanked the Board for allowing him
to explain a new role or a re-designated role in the Clerk’s

Office. He stated it is a new day in the Clerk’s Office and he
will continue the work begun by his predecessor Don Howard to
enhance the Internal Audit Department. Mr. Peacock referred to
the hiring of Sam Scallan by Mr. Howard, advising that Mr.
Scallan is highly qualified and very experienced. He said the
biggest thing he wants the Board to get from his presentation on
the creation of the Inspector General Department is that this is
a team effort. Mr. Peacock said oversight responsibilities are
a shared responsibility between the Board and the Clerk’s Office
as defined by the Florida Constitution.
Mr. Peacock said he got the idea of an Inspector General
Department on the campaign trail. He stated the community has
been supportive of the improvements made in county policies and
procedures but he said he also learned they will not forget the
fraud which happened and they do not want the county officials
to forget it either. Mr. Peacock said he believes creation of
the Inspector General Department will provide additional tools
and processes for oversight and will build confidence with the
community.
Continuing, Mr. Peacock stated the change will be budget neutral
this vyear, as well as next vyear. He advised an additional
person will be hired to assist Mr. Scallan. Mr. Peacock stated
he feels accountability is his Dbiggest responsibility as
Comptroller. He feels the largest part of that is transparency
and having financial data available for anyone to see where the
dollars are being spent. Mr. Peacock 1listed the following
points in creation of the Inspector General (IG) Office:
e Operation under a written charter
e Follow nationally recognized standards
¢ Obtain national certification for the Inspector General
¢ Become accredited by the Commission for Florida Law
Enforcement Accreditation
Mr. Peacock shared the following facts: every state agency has
an IG Office and, currently, six counties in the state have an
IG.
Duties of the Inspector General Office will include traditional
internal auditing; investigations of fraud, waste and abuse;
establishing a countywide Whistleblower Hotline, and conduct
guardianship audits. Mr. Peacock stated his goal 1is to solve
problems when they are small. He advised the process will

include notifications to the Board Chairman, County
Administrator, and the commissioners.
Mr. Peacock referred to the Carr Riggs Study which reported
flaws in the current Whistleblower mechanism because there was
no centralized reporting, was not independent, and there was no
mechanism for anonymous reporting. The IG Office will create
one, centralized reporting site monitored by the IG and will be
independent of county operations. Written protocols will be
followed and a method for anonymous reporting will be
established for both reporting by telephone and online.
With regard to guardianship audits, Mr. Peacock stated this is
on the Courts side and not paid for by the Board. It will be to
protect Florida’s most vulnerable population. He reported there
is new legislation giving the Clerk full investigative
authority.
Mr. Peacock concluded, once again announcing it is a new day in
the Clerk’s Office and stating he will continually look for new
methods to improve the way to do business. He underscored the
fact this is a team effort, a partnership with the county.
Mr. Boyles stated the Board loocks forward to improving the
process with the Clerk.
