BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: OCWS Subsurface Bores RFB
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS and Purchasing staff requests permission to move forward
with the bidding process to obtain the services of a utility boring contractor for miscellaneous
subsurface bores.
BACKGROUND: OCWS currently has a contract with Gator Boring & Trenching ("Gator") for
miscellaneous subsurface bores. The contract is set up to allow specific Task Orders, which are
authorized on a per project basis. The contract consists of unit prices for the following services:
1. Jack & Bores, 4" steel casing to 48" steel casing
2. Directional Bores, sizes 3/4" to 24"
3. Directional Bore Transition Fittings, sizes 3" to 24"
The unit prices listed in the contract is the installation price, which includes labor, material,
equipment, testing, mobilization, etc. Gator's contract was executed on 10/12/2004. Through
multiple renewals/extensions, it now expires on 9/30/2013. Since entering this contract, we have
utilized Gator for many projects over the years. Almost every major construction project where
we lay pipe requires some type of subsurface boring by Gator at roadway intersections, wetlands,
and/or confined places. They are a local contractor from Pensacola, and we have enjoyed much
success because of Gator's bores. We have found that their service and prices are the best in
Northwest Florida. For example, we had a recent project that specifically required us to bid out
directional boring (because it was funded by a grant), and Gator's prices were still lower than all
other bidders. Although we have a good relationship with Gator and they do excellent work,
staff feels that it is now time to re-bid this contract. If authorized by the Board, OCWS staff will
work with Purchasing staff to formulate a Request for Bid (RFB) to begin the formal bidding
process. After receiving bids, OCWS and Purchasing staff will evaluate the bids and bring back
a recommendation to the Board, regarding which company to enter into a contract with.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff requests BCC approval to move forward with the formal bid
process (via a RFB) for a utility boring contract. A recommendation of award will be brought
back to the BCC at a later date.
