BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA AS FOLLOWS: Section 1. Authority & Intent Pursuant to section 218. 075, Florida Statutes, the City may qualify for a reduction or waiver of permit processing fees payable to the Florida Department of Environmental Protection or the Northwest Florida Water Management District. To qualify for the reduction or waiver of permit processing fees for the 2011 - 12 fiscal year, the City must certify that the cost of the permit processing fee is a fiscal hardship due to one of the enumerated factors in section 218. 075 of the Florida Statutes. Section 2. Certification The cost of permit processing fees is a fiscal hardship for the City pursuant to Section 218. 075( 2) of the Florida Statutes, which specifies that a fiscal hardship may be proven if the " percentage of assessed property value that is exempt from ad valorem taxation is higher than the statewide average for the current fiscal year." The City certifies that the cost of permit processing fees is a fiscal hardship because the percentage of assessed property value that is exempt from ad valorem taxation is higher than the statewide average for the current fiscal year. The facts that support that conclusion are that according to data from the Florida Department of Revenue, Office of Property Tax Oversight ( December 2011): a. The total assessed value of ad valorem property statewide was $ 1, 712,970, 000 x1, 000). b. Of the above amount, exempt properties including homestead exemptions and those classified as ` other ", is $426, 680, 000 ( x1, 000). c. Therefore, from the above data, the percentage of assessed property that is exempt statewide is 24. 91 %. d. The City of Fort Walton Beach had a total assessed value of ad valorem property in 2011 of $1, 604, 484, 872. e. In 2011 the City' s total amount of exempt ad valorem properties was 452, 378, 818. f. The percentage of exempt properties in the City of Fort Walton Beach was 28. 19 %. g. Fort Walton Beach' s 28. 19% of exempt properties exceeds the statewide average of 24.91% and therefore the City is eligible for a fiscal hardship exemption under Criteria 2 above. Section 3. Effective Date This Resolution shall take effect immediately upon approval by City Council and signature of the Mayor.
