BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 18, 2014
TO: Honorable Chairman and Members of the Board
FROM: Zan Fedorak
SUBJECT: Award Contract for Stormwater Pipe Rehabilitation
DEPARTMENT: Purchasing
BCC DISTRICT: All
STATEMENT OF ISSUE: Award contract to Insituform Technologies for cured in place
(CIPP) stormwater pipe rehabilitation and authorize the Chairman to sign.
BACKGROUND: Bids were opened on December 4, 2013 for cured in place stormwater pipe
rehabilitation services and one bid was received from Insituform Technologies. All required
documents have been signed and are made a part of this agenda and the contract is ready to
execute. Following background information provided by the Public Works Department:
Okaloosa County has an extensive network of aging drainage infrastructure that is in need of
repair. Due to space and adjacent structure constraints, specialized technologies, called
trenchless technologies, are employed for replacement and repairs. One of these techniques is a
Cured In Place Pipe (CIPP) that allows a failing pipe to be restored with a resin impregnated
liner. Once the liner is cured, the deteriorated pipe is simply abandoned in place and is no longer
of any consequence to the drainage system. Although expensive, these technologies are a better
alternative to a high risk excavation adjacent to homes or other structures.
OPTIONS: Award or Reject entering into contract with Insituform Technologies.
RECOMMENDATION: Staff recommends awarding to Insituform Technologies and
authorizing the Chairman to sign the contract.
