BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 16, 2013
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Bob Sikes West Area Parking Lot
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board is requested to approve three Supplemental Joint
Participation Agreements to fund the parking area for the new Bob Sikes Airport Passenger
Terminal.
BACKGROUND: The new Passenger Terminal at Bob Sikes, as described in the project
execution plan that was approved by the BCC on February 19, 2013, is being funded by the
Fixed Base Operator (FBO). In conjunction with that contract effort, the airport is funding the
public parking lot associated with the terminal. This sharing of the contract funding provides an
economy of scale over a separately bid contract by the County. The estimated cost for the
parking area is approximately $816,000. By renaming three previous FDOT grants with
Supplemental Joint Participation Agreements, the unobligated funding can be used on this
parking lot project. Unobligated FDOT funding on the three Supplemental Joint Participation
Agreements is $652,796. The remaining local match of $163,204 will come from airport general
revenues, because parking lots are only eligible for PFC funding at Military Airport Program
(MAP) approved airports. Bob Sikes is not a MAP eligible airport.
OPTIONS: Approve, Reject or Table
RECOMMENDATIONS: Approve the three Supplemental Joint Participation Agreements and
authorize the Chairman to sign by the attached Signature Resolution.
