BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 19, 2016
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Western Crestview Bypass PD&E TRIP application
DEPARTMENT: Public Works
BCC DISTRICT: 3
STATEMENT OF ISSUE: In an effort to assist local jurisdictions with off-system roadway
improvements, the Florida Department of Transportation (FDOT) utilizes the Transportation
Regional Incentive Program (TRIP) as a way to dedicate funds. The attached TRIP application
requests funding support for the northern extension of the PJ Adams Parkway / Crestview West
Bypass.
BACKGROUND: As part of the ongoing effort to make capacity improvements to PJ Adams
Parkway, Public Works' staff has been working with FDOT staff to find ways to joint venture on
project improvements. Through the TRIP program, FDOT typically supports approved projects
via 50/50 matched funding with local municipalities.
This TRIP application requests approval and funding support of a needed Project Development &
Environmental (PD&E) study for the northern extension of the PJ Adams Parkway "western
bypass" in Crestview. The proposed corridor will utilize the existing Old Bethel Road (CR 188)
termination points on US 90 (SR 10) on the west side of Crestview north to SR 85. The proposed
improvements will include alternative alignments as well as expanding the existing roadway from
a 2-lane rural collector to a 4-lane urban arterial composed of 12-foot wide travel lanes, 4-foot
wide bicycle lanes, 6-foot wide sidewalks, curb and gutter, a raised median with access
management, and associated stormwater treatment facilities.
Extension of the bypass corridor will further extend the selected route from the previous PJ Adams
Parkway / Antioch Road widening PD&E study. Currently, the design of the PJ Adams Parkway
widening from SR 85 to Wild Horse Lane is nearing completion and R/W acquisition is about to
commence. Extension of the corridor will further enhance the current proposed route by providing
a significant increase in capacity and safety of the roadway in addition to completing the “western
bypass" by terminating at the northern connection to SR 85.
In anticipation of future TRIP approval and needed matching funds, Public Works will soon be
introducing the project’s CIP budget needs over future years in an effort to allocate the required
$750,000 match for the estimated $1,500,000 study. FDOT District 3 staff has expressed
continued interest and support in transportation options in the Crestview area.
OPTIONS: Approve/Dissapprove the attached TRIP application for the Northern Crestview West
PD&E study and authorize the Chairman to sign.
RECOMMENDATIONS: Approve the attached TRIP application for the Northern Crestview
West PD&E study and authorize the Chairman to sign.
