What is Agenda 21 /Sustainable Development?
What is Sustainable Development?
According to its authors, the objective of sustainable development is to integrate economic, social and environmental policies in order to
achieve reduced consumption, social equity, and the preservation and restoration of biodiversity. Sustainablisls insist that every societal
decision be based on environmental impact, focusing on three components; global land use global education, and global population
wntrol and reduction.
Social Equity ( Social Justice)
Social justice is described as the right and opportunity of all people 90 benefit equally from the resources afforded us by society and the
environment," Redistribution of wealth. Private property is a social injustice since not everyone can build wealth from R. National
sovereignty is a social injustice. Universal health care is a social justice. All part of Agenda 21 policy.
Economic Prosperity
Public Private Partnerships ( PPP). Special dealings between government and certain, chosen corporations which get tax breaks, grants
and the government's power of Eminent Domain to implement sustainable policy. Government- sanctioned monopolies.
Local Sustainable Development Policies
Smart Growth, Wildlands Project, Resilient Cities, Regional Visioning Projects, STAR Sustainable Communities, Green jobs, Green
Building Codes, " Going Green," Alternative Energy, Local Visioning, facilitators, regional planning, historic preservation, conservation
easements, development rights, sustainable farming, comprehensive planning, growth management, consensus.
Who is behind it?
ICLEI — Local Governments for Sustainability, (formally, International Council for Local Environmental Initiatives). Communities pay
ICLEI dues to provide " local" community plans, software, training, etc. Addition groups include American Planning Council, The
Renaissance Planning Group, International City/ County Management Group, aided by US Mayors Conference, National Governors
Association, National League of Cities, National Association of County Administrators and many more private organizations and official
govemment agencies. Foundation and government grants drive the process.
Where did it originate?
The term Sustainable Development was first introduced to the word in the pages a 1987 report ( Our Common Future) produced by the
United Nations Word Commission on Environmental and Development, authored by Gro Harem BrundBand, VP of the World Socialist
Party. The term was first offered as official UN policy in 1992, in a document called UN Sustainable Development Agenda 21, issued at
the UN' s Earth Summit, today referred to simply as Agenda 21.

City Council of Fort Walton Beach
ENGINEERING & UTILITY SERVICES
MEMORANDUM
To: Robert T. Meams, City Manager
From: Michael Beedie, Engineering & Utility Services Director
Date: August 23, 2011
Subject: Ordinance 1853 Amends MPB Meeting Schedule
1.
1. 1. Section 2. 11. 12 of the Code of Ordinances sets a meeting schedule for the Municipal
Planning Board, which currently reads, " Meetings of the municipal planning board
shall be held at 5: 30 p.m., on the first Thursday of each month, and as needed on the
third Thursday of each month, to dispense with regular business before the board. The
January meeting shall be held on the second Thursday of that month. Additional
meetings may be called by the chairperson at the request of four members of the board,
in writing. The location of all meetings of the municipal planning board shall be in the
city in a place accessible to the public. All meetings and public hearings of the
municipal planning board shall be open to the public. Public hearings shall be set for a
time certain after due public notice."
1. 2. At the June 2, 2011, Municipal Planning Board regular meeting, the Board discussed
the meeting schedule and directed staff to draft an ordinance amending the MPB
meeting schedule to provide more flexibility.
2. DISCUSSION:
2. 1. The curent language limits additional meeting days of the Municipal Planning Board
to the third Thursday of the month unless an additional meeting is called by the
chairperson at the written request of four members of the board.
2. 2. As it may be impractical to require four board members to request, in writing, an
additional meeting, staff drafted an ordinance that would provide more flexibility in
how and when the Board can set their meeting days.
2. 3. The Board will still vote on each individual meeting day, but the draft language will
allow the Board to set, at a public meeting, meeting days other than Thursday.
3. FINANCIAL INFORMATION:
3. 1. The proposed ordinance has no financial impact to the City.
VM1
4. RECOMMENDATION:
4. 1. Staff recommends approval of Ordinance 1853, amending Section 2. 11. 12 of the Code
of Ordinances, to amend the MPB meeting schedule.
