interlocal agreement .
Mrs . Ketchel again expressed her concern about Okaloosa County
ranking so low in recycling goals . Mr . Autrey stated education
is important and said everyone must recycle everything in order
to meet the goals . Again , the size of containers was discussed ,
as well as the data from the pilot program . Mr . Hofstad stated
demographics is a factor in that data . He cautioned the Board
about an unrealistic expectation for all franchise areas to have
the same result as the Po qui to Bayou area . Mr . Hof st ad stated
there was an increase in recycling efforts in the pilot area

during the test program which had a 1-1-1 service . He viewed it
as forced recycling .
Mr . Goodwin asked what has happened in past years when we have
not met the prescribed FDEP recycling goals , to which Mr . Autrey
replied " nothing." Mr . Hof st ad pointed out the State
established this program in the 2009-10 timeframe and there was
a market for recyclables at that time . He said the market has
fallen through the floor and " we don ' t know what teeth are in
the rule ." Mr. Hofstad reported there has been no action
against Okaloosa County or any other county which has not met
the goals but we also do not kno w what will happen in 2020 . Mr .
Mcclendon stated only large counties , like Lee , Palm Beach and
Dade have come close to the goals because of their waste energy
programs. Mr . Goodwin commented that it sounds unreasonable .
Mr . Reece was of the opinion the goals have been unreasonable
from the beginning . He said the counties which burn their waste
instead of recycling it have received recycling credits .
Mr. Autrey referred to the provisions for multi-family units and
said it needs to be "cleaned up ." Staff ' s recommendation is for
multi-family structures consisting of five units or less under
one roof to use recycling carts . For buildings with six or more
units , the designation will be commercial with use of a
dumpster. Mr . Autrey stated this direction will bring
consistent service. He added there will be a provision for
exceptions .
Mr . Stewart stated the concept is to provide a dividing line by
number of uni ts . A certain size would use trash cans while it
makes more sense to have a dumpster for larger multi - family
structures . With regard to bulk waste , the property
manager/owner can go to the free market to contract for a non-
exclusive franchise for that service .
The next topic for discussion was bulk pickup in residential
areas . Mr . Autrey explained the current procedure and said we
need to specify what we want in the RFP . Options are a base
service of once a week or once a month on a given day , call for
pickup , or make it "pay as you ."
Mr . Goodwin expressed concern about the quality of life when
bulk items are not picked up , particularly in more densely
populated neighborhoods . He said there are times when Code
Enforcement must be called in or county crews are used to remove
the i terns . Mr . Goodwin stated there is also a heal th concern

and referred to the mosquito-borne Zika virus . He was firm that
bulk pickup should be contractual and not optional .
Mr . Boyles concurred and said in his district you don ' t put
anything at the road because no one will come to pick it up . He
stated the Board must remember that regardless of its efforts ,
we will not be able to make everyone happy . Mrs . Ketchel
agreed .
Mr . Autrey stated staff will clarify the language for the RFP
and will also work with Waste Management now on the contract
extension for bulk pickup service . He advised that the contract
extension will be back before the Board in the near future .
When asked about the "clean and lien " process , Mr . Stewart
replied a process has been adopted and Code Enforcement has
ticketed a couple of properties . He explained that it is not a
quick process .
Mr . Goodwin said he does not think bulk items being at the curb
for a week is a problem but he does feel if those items stay
there for two weeks or more , they become a problem . He asked if
there could be discussion on what constitutes bulk i terns . Mr .
Stewart responded that Chapter 403 has specific language and the
Board is limited in its ability to tweek definitions .
Upon inquiry by Mrs . Ketchel about fines for leaving i terns at
the curb, Mr. Stewart said the county does have a littering
ordinance but the problem is identifying the source of the
material.
Mr . Autrey reported staff is recommending the term of the
contract for solid waste services be ten years with two renewal
options of five years each .
Mr. Autrey stated the proposed contract extension with the
current solid waste provider , Waste Management , is for a period
of six additional months with an end date of September 30 , 2016 .
He said having this extension in place will allow time to
prepare the RFP and evaluate the responses .
Mr . Autrey then recapped the discussion before the floor was
again opened by the Chairman for public comments .

PUBLIC COMMENTS
Mr . George (last name unclear) , Bluewater Bay , stated much work
has gone into preparation of this RFP but he does not feel that
one size will fit all. He said his neighborhood would like to
be able to customize its service.
Mr. Dave Parisot , Shalimar , returned to the podium to provide
additional insight on the pilot program.
