Tenneco is more regarding a
time element. He noted that we are going into hurricane season
and we do not want the vessel in the county as a liability. Mr.
Windes felt we should move slower on this item.
Mr. Hofstad pointed out the commissioners have brought up some
very valid points. However, he said they do not want to lose
this vessel and asked if approval and a commitment to Captain
Brown can be given contingent upon securing all inspections and
permits. Mr. Windes made motion, seconded by Mr. Harris, to
approve the $75,000 allocation for deployment of The Tenneco for
the Shirley J. Brown Memorial Reef, contingent upon receipt of
the Coast Guard inspection, hazmat inspection, and resolution of
insurance issues. Mr. Hofstad stated he will work with Captain
Brown to see if he will keep the ship secure during this
process. He advised that once inspections are completed,
insurance issues resolved and permits obtained, deployment can
be done within three weeks. 5 yeas.
Mr. Harris made motion, seconded by Mr. Boyles, to approve
Consent Agenda items #1 through #7, #9, and #10. Mr. Boyles
referred to the earlier discussion on Item #5 and said we are
trying to get the process to work the right way. He said this
is advance budget planning which will be followed by final

approval. Mr. Boyles felt approving a project before having
funds available for it is like putting the cart before the
horse. Mr. O’Byrne agreed with Mr. Boyles remarks.

turn lane in lieu of intersection alignment of Martin Luther
King Jr. Boulevard in Fort Walton Beach. He stated a
realignment would require significant wetland impact and would
be cost prohibitive. On March 13, 2013, the Board of Adjustment
(BOA) granted a variance request made by Northgate Development.
This variance includes a lump sum payment of $30,000 toward the
existing Martin Luther King Jr. Boulevard improvement project to
install a left turn lane for southbound traffic to turn onto
Florence Avenue. Mr. Hofstad said the BOA cannot accept payment
