BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 17, 2013
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Sale of a portion of Parcel 12 (6.9027 acres) adjacent to Bob Sikes Airport
(CEW)
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: On November 5, 2013 the Board approved the sale of
Parcel # 14 (see attached minutes) to Training & Research Center Florida, LLC (Flagstaff,
Arizona). The buyer is requesting approval to purchase an additional adjacent parcel
(#12-6.9027 acres) in order to expand the scope of work they project (EOD
Museum/Training Area).
BACKGROUND: Two appraisals have been obtained of the subject property:
Teel & Waters: $20,000 per acre - $138,054.00 Total
Presley - McKenney; $12,000 per acre - $82,832.40 Total
Splitting the difference of the two appraisals would be $16,000.00/acre for a total purchase
price of $110,400.00. The proposed buyer is offering to purchase the property at $12,300.00
per acre for a total of $84,870.00 as the buyer would incur a cost of approximately $4,400.00 -
$5,500.00 per acre to clear the property.
OPTIONS: Offer to sell as proposed or Reject.
RECOMMENDATION: Staff recommends approval at the negotiated price derived
from splitting the difference between the appraisals conditioned on the buyer being
responsible for the cost of survey, appraisal, closing costs and contingent upon the buyer
preparing and recording the deed including the restricting covenants and the continuing
obligations as required for Parcel #14 or approving the prospective buyer’s offer of
$12,300.00/acre.
