BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: November 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Extension of FDOT Contract AQD91 - 5311
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: The Department of Growth Management requests that the Board
authorize the after-the-fact extension of Florida Department of Transportation (FDOT) Grant
AQD91 and the associated task order.
BACKGROUND: Through the Florida Department of Transportation, Okaloosa County
receives funds from Section 5311 of Title 49 of the US Code that are used to reimburse Okaloosa
County Transit (OCT) for the purchase of paratransit trips and for the WAVE operation in
northern areas of the County. The current 5311 grant, AQD91, had an expiration date of
September 30, 2014. Under FDOT’s process, extensions are granted administratively with
electronic amendment of the grant file with no hard copies of any documents being exchanged
or provided. Therefore, prior to expiration, staff requested and received from the FDOT a 1-year
extension of this grant, and funds have been expended accordingly. However, because the term
of the original grant was approved by the Board of County Commissioners, it is necessary that
the Board authorize the extension as well, and also must authorize the execution of the task order
and task order approval needed to provide the services to be provided through the grant funding.
The remainder of staff signatures on the attached task order approval form will be obtained upon
Board approval of the extension. The extension does not alter any of the budget items within the
grant.
Transportation Disadvantaged Trip and Equipment Grant provides local match for paratransit trips;
County provides match for the Crestview WAVE/Express as applicable. No additional local
funds are needed for this extension.
RECOMMENDATION: The Department of Growth Management requests that the Board
authorize the extension of FY 14 5311 grant AQD91 until September 30, 2015, and authorize the
Chairman to sign the attached Task Order No. 44.2, Revised to be retroactive to October 1, 2014.

APPROVED BY:
John Hofstad, Interim County Administrator
