STATEMENT OF ISSUE: [PUR] Request Board concurrence with previously approved East
County Re-Pump project for pipe and associated material purchase procedures.
BACKGROUND & ANALYSIS: Water & Sewer received Board approval on February 5, 2013
to solicit quotes in lieu of bids for the purchase of pipe and associated materials for the
construction of the East County/Eglin Master Sewer Plan. The phases of the project are
described on the previous agenda item which is attached for reference; Phases 1 - 5 are complete;
Phases 6 - 8 will be constructed at a later date. The material currently being ordered is for Phase
9 of the project which was formerly referred to as the College Boulevard Re-Pump but is
currently being referenced as the East County Re-Pump project. Purchasing staff has solicited
quotes and is ready to move forward with processing the requisitions which total $123,672.51.
Due to the time that has lapsed since the previous Board approval, staff desires to provide this
update and request a concurrence from the current Board to continue the previously approved
process of quotes in lieu of bids for the pipe and associated material purchases. As the project
progresses additional requisitions will be required. More complex items, such as the generator,
package pump station and the metal building, have been procured with the formal bid process.
This project is supported by the 2012 bank loan and funding is available.
OPTIONS: Approve/Deny current Board concurrence with the previous approval to solicit
quotes in lieu of bids for pipe and associated materials for the East County Re-Pump project.
RECOMMENDATION: Staff recommends approval of current Board concurrence with the
previous approval to solicit quotes in lieu of bids for pipe and associated materials for the East
County Re-Pump project.
