STATEMENT OF ISSUE: The subject PJ Adams Parkway TRIP agreement was approved by
the Board on April 4, 2014. Public Works is requesting a one-year extension of the agreement in
order to finalize design and begin the right-of-way acquisition process. The original agreement
has an end date of January 29, 2016; the attached amendment extends the agreement deadline to
January 27, 2017.
BACKGROUND: As part of the ongoing effort to make capacity improvements to PJ Adams
Parkway, Okaloosa County has partnered with FDOT via a $4.4 million dollar Transportation
Regional Incentive Program (TRIP) Agreement. This TRIP agreement allocates funding for the
design and partial right-of way acquisition (SR 85 to Ashley Drive) for the proposed widening of
PJ Adams Parkway. The estimated County share of the project is $2,200,000 (a 50/50 match)
which was budgeted in prior years.
The County’s design consultant, HDR, Inc., has completed 60% of the design and has identified
needed right-of-way. The requested one-year extension is needed to allow HDR, Inc. to complete
100% design. The extension will also allow a consultant to aid with right-of-way acquisition. It
is anticipated that once Okaloosa County is successful with this project that future TRIP
agreements to further the right of way acquisition and construction will be made available from
FDOT.
OPTIONS: Approve/Disapprove the attached one-year time extension for the PJ Adams
Parkway TRIP Agreement with FDOT and authorize the Chairman to execute.
