Synopsis: In June, Council directed staff to readdress this
issue ifno quorum could be achieved
Agenda Item Number: 3. 5
CITY OF FORT WALTON BEACH
MEMORANDUM
To: Robert T. Meares, City Manager
From: Cam Johnson, Public Information Officer
Through: Mark Wiltsie, Administrative Services Director
Date: November 19, 2009
Subject: City of Fort Walton Beach Youth Committee
1. BACKGROUND:
1. 1. In 2006, the City of Fort Walton Beach began working with Fort Walton Beach High
School and Choctawhatchee High School to develop a Fort Walton Beach Youth
Committee to advise City Council on matters important to the area' s youth. The ideal
candidate to serve on the Fort Walton Beach Youth Committee is someone who is
involved in their community and participates in various activities.
1. 2. The Fort Walton Beach Youth Committee was officially created at the June 12, 2007
City Council Meeting, following the Council' s unanimous approval of Resolution #
2007 -11. This resolution established the committee with provisions including, but not
limited to, an eleven ( 11) member committee, residents of the City in grades 10 through
12, and meeting dates to be held on the third Wednesday of each month excluding June
and July to coincide with the Okaloosa County School District' s summer break schedule.
1. 3. A revised resolution was presented to City Council at the August 28, 2007 Council
meeting, allowing for the committee to be made up of residents of the City and/or any
student who attends Fort Walton Beach High School or Choctawhatchee High School.
The City Council unanimously approved Resolution #2007 -22.
1. 4. On June 23, 2009, staff presented Resolution # 2009 -22, downsizing the committee from
11 members to seven, and canceling the August meeting to coincide with the Okaloosa
County School District schedule.
2. DISCUSSION
2. 1. Over the last several months, the Youth Committee has had difficulty seating a quorum
for its meetings. As such, the committee has not been able to meet since January 2009,
and has not had a quorum for nine (9) out of the last thirteen ( 13) scheduled meetings.
2.2. In addition to the difficulties achieving a quorum, the Committee has not proposed or
completed any significant project. When a project is proposed by the Committee, it has
lost momentum due to the lack of meetings to discuss the issue.
29_
2. 3. City staff, including the Public Information Officer and City Clerk' s Department spends
substantial time creating an agenda, researching projects, attending scheduled meetings
which do not take place and preparing minutes of scheduled meetings. Staff time
dedicated to the Youth Committee could be redirected to other City business.
3. RECOMMENDATION:
3. 1. Staff respectfully requests that the City Council approve Resolution 2009 -49, to
terminate the City of Fort Walton Beach Youth Committee.

3 A RESOLUTION OF THE CITY OF FORT WALTON
4 BEACH, FLORIDA, TERMINATING THE FORT
5 WALTON BEACH YOUTH COMMITTEE; AND
6 SETTING AN EFFECTIVE DATE.
7
8
9 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
10 WALTON BEACH, FLORIDA AS FOLLOWS:
11 On June 12, 2007, the City Council of the City of Fort Walton Beach passed
12 Resolution 2007 -11, establishing the Fort Walton Beach Youth Committee, a committee
13 designed to provide Council with input on issues important to the area' s youth. On
14 August 28, 2007, City Council passed Resolution 2007 -22, which amended Resolution
15 2007 -11 by allowing residents of the City and /or students of Fort Walton Beach High
16 School and Choctawhatchee High School to apply for appointment to the Youth
17 Committee. The Youth Committee has experienced difficulty seating a quorum in recent
18 months and has been unable to conduct committee business. Resolution 2009 -22,
19 downsizing the Committee from 11 members to seven was approved by City Council on
20 June 23, 2009, as an effort to achieve a quorum, but has not produced results. The lack of
21 meetings has meant the Committee has not accomplished any significant project in its
22 two and a half year existence. In addition, the Committee currently has four members
23 sitting on a seven member Committee. Despite efforts to gain new members through the
24 schools and other avenues, the City has been unable to fill vacant positions.
25 Therefore, the City Council hereby terminates the City of Fort Walton Beach
26 Youth Committee and all like activities set forth in Resolution 2007 -11, Resolution 2007-
27 22 and Resolution 2009 -22.
28 This resolution shall be effective upon vote of Council.

10
11 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
12 WALTON BEACH, FLORIDA AS FOLLOWS:
13 On June 12, 2007, the City Council of the City of Fort Walton Beach passed
14 Resolution 2007 -11, establishing the Fort Walton Beach Youth Committee, a committee
15 designed to provide Council with input on issues important to the area' s youth. On
16 August 28, 20075 City Council passed Resolution 2007 -22, which amended Resolution
17 2007 -11 by allowing residents of the City and /or students of Fort Walton Beach High
18 School and Choctawhatchee High School to apply for appointment to the Youth
19 Committee. The Youth Committee has experienced difficulty seating a quorum in recent
20 months and has been unable to conduct committee business. In addition, the Okaloosa
21 County School District modified its 2009 -2010 school year calendar with a new start date
22 after the regularly scheduled August Committee meetings. This could make it very
23 difficult to achieve a quorum for August meetings.
24 Therefore, the City Council hereby amends Resolution 2007 -11 to reduce the
25 membership on the Fort Walton Beach Youth Committee from 11 members to seven as
26 outlined in Section 3 of Resolution 2007 -11; and also amends Resolution 2007 -11 to add
27 the month of August as a month the committee does not meet as outlined in Section 5 of
28 Resolution 2007 -11. All other provisions of Resolution 2007 -11, not amended by this
29 resolution, or Resolution 2007 -22, shall remain in effect.
30 This resolution shall be effective upon vote of Council.
