BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: September 2, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: SCS Engineers - Task Order 45 Fund Transfer
DEPARTMENT: Public Works
BCC DISTRICT:
STATEMENT OF ISSUE: Task Order 45 - 2012 VZA Injection and Extraction Operations -
was estimated in five separate Tasks. Task 5 - Data Assimilation and Reporting expenses
exceeded the estimated costs by $2,905. Other tasks on the project were completed below their
respective estimated costs.
BACKGROUND: During the data collection component of the project, initial results indicated
that the pilot test was producing less than desirable results. A similar pilot project at a site in
Pensacola was concluding with similar results. The reporting component of the VSA Pilot Test
was subcontracted to the University of Florida Hinckley Center (UF) who had also initiated
interest with the Florida Department of Environmental Protection (FDEP) for the VZA
technology. Once field work concluded and testing results indicated that the VZA technology
would not produce the desired result, it was discussed that the FDEP would forgo a full report.
However, the FDEP determined that full reporting would ultimately be required. By the time this
decision was made, several of the UF core staff on the project were no longer associated with the
project. SCS Engineers stepped up and provided the expertise to complete the report to FDEP
expectations.
Task 04 - Groundwater sampling was originally estimated at $26,792 and was completed for
$18,048.80 leaving a balance of $8,743.20. Staff recommends transferring $2,905 from Task 04
to Task 05 to cover the additional expenses incurred by SCS Engineers. Attached is the formal
request for this transfer from SCS and the project budget provided by the Okaloosa County
Finance Department.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Staff recommends transferring $2,904 from Task 04 to Task 05 to
cover the additional expenses incurred by SCS Engineers.
