City Manager requested that local churches not feed individuals at the
Landing; it is preferred
it be done on church property. She stated her that
thoughts with the Chamber and the
working
downtown merchants can result in an action plan that will help mitigate the issue.
Dutch Petro, 30 Moriarity, suggested using technology via a computer
chip to gather information
and institute a system to differentiate and separate vagrants from those individuals who are
homeless.
Dr. Reese Williamson of Crestview, representing the 4- H,
requested the deadline for the fairground
lease termination be extended to allow the children to show their animals in
April. The City
Attorney verified that the City has not received an abandonment plan, although the lease is set to
expire in December, but it is not known when they will leave the premises. The Mayor advised it
might be wise for Dr. Williamson to discuss the situation with the fairgrounds staff.

JUDICIAL CENTER
Discussion regarding the possible location of the Okaloosa County Judicial Center Annex
Extension on City property and providing further direction to the City Manager.
The City Manager advised she has had discussions with the County Administrator and it was
agreed that until the cost to remediate the wetlands issue on the OWCC property is known, it is
difficult to have a discussion about cost with the City because of the low offer on the OWCC
property. She also advised she needs further direction from Council on such issues as site
location; whether to sell or lease the property; the cost per acre; whether
any amenities should be
considered; that the property would be maintained for pUblic purpose; the City would have first right
of refusal; that the water and sewer remain in the City; and that some sort of shared
parking
agreement be considered because of the ball fields being there.
Discussion included that time is of the essence; the County wants to make a decision soon and
seems receptive to a City offer, but the City has no clear direction on how to use the property, and
the master plan, when started, will take 4- 6 month to complete.
The Mayor asked for any public input on this issue. There was none.
Mr. Minich stressed his feeling that the property be appraised so the
City can decide on its best
use.
Mr. Minich moved to have the fairgrounds property appraised. Mr. Hartwell seconded motion.
The City Manager advised an appraisal would cost around $ 50, 00. 00, would take several months,
and may not be feasible.
Mr. Minich stated he did not realize an appraisal would cost that much.
The Mayor called for the vote on the motion and it failed unanimously with Holmes, Patterson,
Campbell, Tucker, Pullen, Hartwell, and Minich opposed.

Mr. Tucker was of the feeling this motion would show the county the City is ready to begin

Discussion included the fact the motion does not state which 15 acres is being considered and that
the master plan should be completed first to ascertain the best use of the property.
The Mayor called for the vote on the motion and it failed by a vote of 3 to 4 with Holmes, Tucker,
and Pullen in favor and Patterson, Campbell, Hartwell, and Minich opposed.
