SUBJECT: Official name for the Sound Property Park
BACKGROUND
On January 29, 2003 the Florida Communities Trust FCT)
( closed on the Fischer property, which
has been referred to as " Miracle Strip Park on the Sound". The property was purchased to
develop a sound side park, initiated by the Fort Walton Beach Beautification Committee. The
total estimated cost for the purchase of the property totaled $ 1, 822, 945. FCT funded $ 1, 797, 945,
which left a match of $25, 000 for the City of Fort Walton Beach.
The City of Fort Walton Beach received a Grant Agreement on September 23, 2003 from the
Florida Recreational Development Assistance Program (FRDAP) to develop the Sound Property.
The total projected cost for the development of the property was $ 369, 700, which was split at
184, 850 between FRDAP and the City. On December 10, 2002, the Fort Walton Beach
City
Council authorized the Fort Walton Beach Rotary Club to partner with the City and assist with
the development of the Sound Property through financial donations and labor. The Rotary Club
secured funds through the Tourist Development Council in the amount of$50, 000 which has
been used for purchasing materials and construction of the seawall.
DISCUSSION
The seawall has been completed and the bidding process including the construction for the
boardwalk, pier, walkways, parking lot, and upland enhancements, is underway. Therefore, staff
requests the City Council consider officially naming the park. Over the course of this project,
the Fort Wahon Beach Beautification Committee and the Fort Walton Beach
Rotary Club have
been instrumental in this project and are recognized in the proposed signs. Staff
requests the
City Council consider officially naming the park " Sound Park", " Centennial Sound Park", or a
different name chosen by Council.
RECOMMENDATION
1. Staff requests council consider naming the park " Sound Park", " Centennial Sound Park",
or a different name chosen
by council.
2. Staff recommends the Fort Walton Beach Rotary Club and the Fort Walton Beach
Beautification Committee be recognized on the park signs.

CITY OF FORT WALTON BEACH, FLORIDA
MEMORANDUM
DATE: October 4, 2006
TO: Honorable Mayor and Council Members
FROM: Joyce Shanahan, City Manager ~
SUBJECT: Winter Schedule for Council Meetings
Backaround:
The City will be closed for business on Thursday and Friday, November 23 and 24, as well as
Monday and Tuesday, December 25 and 26. In previous years, Council has decided to have
only one City Council meeting in November and December.
Discussion:
Last year Council cancelled both the workshop on the third Tuesday in December, and the
second regular meeting. Earlier this year Council changed the workshop to take place on
the first meeting of the month, so this year the workshop will not be impacted by cancellation
of the second meeting in December.
I have placed this item on the agenda in order that Council may express their wishes with
regard to the meeting dates. If you have any questions, please do not hesitate to contact me.
Conclusion:
Staff respectfully requests that Council set a winter meeting schedule and determine which, if
any, of the meetings Council may wish to cancel. Listed below are the regularly scheduled
meetings for November and December 2006.
November 14 - Workshop at 5: 30pm; Regular Council Meeting at 7: 00pm
November 28 - Regular Council Meeting at 7: 00pm
December 12 - Workshop at 5: 30pm; Regular Council Meeting at 7: 00pm
December 26 - Regular Council Meeting at 7: 00pm
Thank you.

WINTER COUNCIL SCHEDULE
Consideration of setting a winter City Council meeting schedule as outlined in the backup report.
The City Manager informed that Council meetings are usually cancelled the second meeting in
December, which this year would include the Council Workshop on December 27. She advised
that Mr. Arnold from the Eglin Encroachment Committee is scheduled to give a presentation at the
Workshop meeting of November 22, so that may not want to be cancelled.
Mr. Minich moved to cancel the Council Workshop and the Regular Council Meeting of
December 27, 2005. Mr. Campbell seconded motion and it carried unanimously with
Holmes, Patterson, Campbell, Tucker, Pullen, Hartwell, and Minich in favor.
MAYORlCOUNCIL ANNOUNCEMENTS
Mr. Hartwell discussed the need to examine the impact fees paid by developers that goes toward
the City' s infrastructure. The City Manager advised that Staff is studying the issue and a Staff

Dr. Pullen moved to designate the three acres of city- owned property between Lake Drive and
Virginia Drive as a City park and call it Sadler Park. Motion died for lack of a second.
Dr. Pullen received clarification from the City Manager that the realignment of Florida Place is part
of the CIP and CRA, and each year the CIP is adopted and is included in the process. Dean
Covey, 270 Brooks Street, advised that it was pulled from the CRA funding and there were no
funds available for the improvement.
Dr. Pullen stated his feeling that the Strategic Plan held each January is not necessary and asked
for a consensus from Council whether it should be held.
Dr. Pullen moved not to have the Strategic Plan this coming January. Motion died for lack of a
second.
Mr. Campbell thanked the Staff for the Florida Government Week and he enjoyed serving the
employees of the City.
Mr. Patterson stated his feeling that having an independent moderator at planning sessions is a
to
g.ood way to have open discussion among Council. He also stated the need for the impact fees
be reviewed.
Mr. Patterson suggested presenting our Sister City of D' lberville, Mississippi. a Thanksgiving
dinner; the City Manager advised Thanksgiving dinner is taken care of but Christmas is something
that could be considered.
Mr. Holmes also mentioned the employee luncheon during Florida Government Week. He also
discussed the conduct of Council during meetings and suggested the procedures to follow at
meetings be added on the back of Council agendas as a reminder to Council.
