Date: October 2, 2006
Subject: Septic Tank Abandonment for 29 Jonquil Avenue NW
Back2round:
On Tuesday, September 12, 2006, staff received a call from Mrs. Annie Gratton at 29 Jonquil
A venue NW concerning a sewer problem. She stated that they experienced a sewer backup and
called Roto- Rooter to investigate the problem. Upon repair of the stop- up, Roto- Rooter
discovered that the Grattons were still connected to a septic tank instead of City sewer. Upon
checking with the Sewer Collections Supervisor, to verify the possibility of a customer still being
connected to a septic tank, he acknowledged that occasionally the City does discover customers
still on septic systems. The Roto- Rooter plumber explained that a mini- camera was inserted into
Mrs. Gratton' s lateral and it ended at a septic tank in the backyard. He also stated that a portion
of the lateral was Orangeburg pipe. Staff reviewed a copy of Sewer Reference Map No. 392A
and verified that a four ( 4) inch stub- out was installed for this property in 1972.
After speaking to Mrs. Gratton and Roto- Rooter, we advised that a crew would be dispatched to
locate the end of the existing stub- out for the property. Staff proceeded to the site where a mini-
camera was inserted into the stub- out at the manhole ( MH 1679) near the north property line.
The stub- out extended 42 linear feet from the manhole to the right- of-way line but ended in the
middle of the Grattons' driveway, which is constructed of brick pavers. The end of the stub- out
was marked with duct tape. Staff explained to the Grattons that a stub- out had been provided
during the construction of the sewer main along Jonquil Avenue, which was completed in
February 1972. The original property owners were given the option of tying onto the stub- out or
staying on the septic system. The Grattons bought the property through foreclosure in March
1974 and moved into the house in May 1974. The septic system infonnation was not disclosed at
the time the Grattons bought the house.
As outlined in the City' s Code of Ordinances, the Grattons were required to
