CALL TO ORDER
The Mayor Pro Tem called the meeting to order and welcomed everyone. He requested anyone
who wished to address Council to approach the podium after being recognized, and then state his
or her name and address for the record. The Mayor Pro Tem also announced that Mayor Anderson
was attending a conference, and Mr. Hartwell was out of town on business.
PLEDGE
The Mayor Pro Tern led in the Pledge of Allegiance.
PUBLIC HEARING- RES. 06- 23, FINAL MILLAGE
The Mayor Pro Tern read the resolution by title.
A RESOLUTION ADOPTING THE FINAL MILLAGE RATE FOR THE CITY OF FORT WALTON
BEACH, FLORIDA, FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2006 AND ENDING
ON SEPTEMBER 30, 2007, AND PROVIDING FOR AN EFFECTIVE DATE.
The Mayor Pro Tem stated the Final Millage Rate for Fiscal Year 2006- 2007 is 4. 6458 mills, which
is 14. 02% above the rollback rate of 4. 0746 mills. The rollback rate is the millage rate that will
provide the same Ad Valorem tax revenue as was levied during the prior year. The 14. 02%
increase is the percentage increase in property taxes.
The Mayor Pro Tern stated the purpose for setting the millage rate at 4. 6458 mills is to fund
expenses of the General Fund for the Fiscal Year beginning October 1, 2006 and ending
September 30, 2007.
The Mayor Pro Tem opened the public hearing relating to the final millage rate and asked if anyone
from the public wished to speak.
BJ Chandler, 5 Bay Drive, Fort Walton Beach, expressed his concern that the tax increase will be
felt by the renters and low- income citizens of the city, and asked Council to consider revising the
budget to maintain the services the City provides while at the same time, reducing the budget so the
community can live within their means.
Mr. Tucker appreciated the comments by Mr. Chandler.
Mr. Minich called for a point of order, stating only questions by Council should be asked of Mr.
Chandler, and not any comments that Council members might have.

RES. 06- 23 ( CONTI
Mr. Tucker moved to suspend Roberts Rules of Order. Dr. Pullen seconded motion and it failed
due to a lack of 2/ 3 majority with Patterson, Tucker, and Pullen in favor and Holmes and Minich
opposed ( Hartwell absent).
As there was no one else who wished to speak, the Mayor Pro Tem closed the public hearing.
The Mayor Pro Tem asked for a motion and second to set the final millage rate for the City of Fort
Walton Beach at 4. 6458 for the Fiscal Year beginning October 1, 2006 and ending September 30,
2007.
Mr. Minich moved to adopt Res. 06-23 setting the Final Millage Rate for the City of Fort
Walton Beach at 4. 6458 for the Fiscal Year beginning October 1, 2006 and ending September
30, 2007. Mr. Patterson seconded motion.
Mr. Tucker expressed his frustration at the rules set forth by Roberts Rules of Order and the
Sunshine Law that prohibits Council members from talking with one another on routine City
business, and the inability to hear from the citizens. He also thanked citizens for their participation
and noted this was the largest turnout for the budget meetings during his eight years on Council.
Mr. Minich also expressed his appreciation to the public for their participation in the budget process,
and noted that the City has expenses that have gone up just like everyone else, but it is important to
keep the City in a good financial position, and that all homeowners are paying for the budget.
Mr. Patterson noted the cost of services the City provides versus that of other municipalities, and
that the citizens of Fort Walton Beach are receiving excellent services for the cost.
Dr. Pullen noted the importance of services the City provides, particularly the Advanced Life
Support System.
At this time, the Mayor Pro Tem inquired of the City Attorney if he could voice his feelings on the
budget. The City Attorney advised that since it is the budget, she would suggest he be permitted to
voice his opinion on the issue. She stated his role as Mayor Pro Tem is different than that of the
Mayor, as he still has all the rights and duties as a councilman. She informed he has the option of
passing the gavel back and forth so he could participate in the process.
After further discussion, the Mayor Pro Tem stated he would make his comments after the vote is
taken.
The Mayor Pro Tern called for the vote on the motion to adopt Res. 06- 23 setting the Final
Millage Rate for the City of Fort Walton Beach at 4. 6458 for the Fiscal Year beginning
October 1, 2006 and ending September 30, 2007 and it carried unanimously with Holmes,
Patterson, Tucker, Pullen, and Minich in favor (Hartwell absent).
The Mayor Pro Tem thanked the public for participating, and stated he would of liked to have seen
the rate even lower, and that an excellent budget has been prepared in such a critical financial year.
The Mayor Pro Tem stated the Final Millage Rate for the City of Fort Walton Beach is 4. 6458 mills
for the Fiscal Year beginning October 1, 2006 and ending September 30, 2007 and is 14. 02%
above the rollback rate of 4. 0746 mills. The 14. 02% increase is the percentage increase in property
taxes. The purpose for setting the Millage Rate at 4. 6458 mills is to fund expenses of the General
Fund for the Fiscal Year beginning October 1, 2006 and ending September 30, 2007.
