3. Sheriff Request for Information
Staff seeks direction on processing time, costs and extra jurisdictional requests. ( Executive
Assistant)
The City Manager advised that Staff, in accordance with Council' s direction from May 17, 2011,
asked the sheriff to provide information to determine the yearly cost of utilizing the Sheriffs
Office as a provider of public safety services to the City, as well as information on the cost of
partial service to include communication and records. The City Manager advised the sheriff
responded with a letter requesting ten different types of information and that the time required
for Staff to compile that information has been estimated at 97 hours by the Police Department
and 6 hours for the Finance Director, at an unbudgeted expense of about $ 3, 500. 00. In addition,
the sheriff suggested the City consider an independent consolidation study to research the issue.
The City Manager further advised the City has been approached by the NW Florida Regional
Airport and the City of Destin to submit cost estimates of police services to their communities,
and that the City of Mary Esther has expressed interest as well.
The City Manager requested direction from Council in two areas: Does Council have a specific
time frame in which this project must be completed, as none was given originally; and should
Staff respond to the requests for costs associated with providing police services to other
jurisdictions while developing information for the possible takeover of City police services by
the Sheriffs Office.
Council discussion included the need to receive a bid back from the Sheriffs Office; that the
dynamics have changed since the original request and that now other entities are interested in
receiving services and that perhaps the City should provide a bid to these other entities; that the
City should only take care of its residents and that City services are given to the smaller cities
anyway, at no cost; and that the City of Destin has given a time frame of October 1, 2011, and
that would be impossible for the City to meet.
Upon questioning, Police Chief Litschauer advised he will await Council' s determination before
discussing the specifics of the requests, and that if any requests were undertaken the function of
the police department would be carried out with the same dedication and service level that it is
for City residents.
Further discussion included this is not an item for this budget year, but possibly in years to come,
that what is proposed is a sweeping change in the way the City provides services and is
something that should not be rushed into.
Chris Gibson, 249 Brooks Street SE, urged Council not to pursue providing services to other
entities, and to be concerned only about the City.
Robert Hull, 345 Shannon Court, commended Council for seeking out the feasibility of working
with other municipalities.
Brad Bynum, 1113 Brooks Street, asked Council not to bid out protective services to other
communities.
Bill Patterson, 35 Anastasia, stated this is a window of opportunity that may never occur again
and to take the opportunity and proceed with it and see what happens.
