Fiscal Impact of the Rate change:
e
The Tax Collector's office collected $530,091.53 on 16,845 Business Tax Receipts for the 2011 renewal period.
Option 1 would increase revenue by an estimated 5.6% ($29,708.47)
Option 2 would decrease revenue by an estimated 1.8% (-59,439.03)
Option 3 would increase revenue by an estimated 7.5% ($39,438.47)
Option 4 would decrease revenue by an estimated 0.3% (-$1,609,53)
Option 5 would increase revenue by an estimated 1.6% ($8,120.47)
The Current Okaloosa County Ordinance #07-12:
Has 35 categories on the License tax schedule with 78 different fees ranging from $0.11 (Telephone company) to
$1,875.00 (Emigrant or labor agents)
o 333 Sub-categories were implemented by previous administrations at Tax Collector’s office
Many businesses are required to have multiple Business Tax Receipts
o For example:
o Anauto repair shop that works on vehicles and sells accessories would need a Repair and Retail
business tax receipt
o Acontractor that hangs sheetrock and paints it would need a Drywall and Painting business tax
receipt
Several categories.in the County Ordinance are out dated such as:
o Traveling medicine shows
o Moving picture shows
Q Telegraph systems
o Coin-operated television in motels
Tax Collector Agents must decide between the different categories to place the business under when issuing a
BTR
A majority of the Business Tax Receipts are charged based on the number of employees or seats in the business
Proposed Rate would:
Reduce Categories from 35-down to 4 defined current Categories.
An estimated 2,000 — 2,500 Business Tax Receipts would be eliminated from businesses that are currently
paying multiple receipts for one business.
By implementing this reclassification and using one of the proposed options, we simplify government.
Recommendation from Okaloosa County Tax Collector
Bring.a proposal before the County Manager/Commissioners.
Meet with the appointed equity study commission to give the OCTC Field Service Department's recommendation for
reclassification and rate structure revisions.
implement the new rate structure for 2012/2013, as approved by the Board of County Commissioners by June 19, 2012.
Implement a 5% increase on the non-regulated $25 receipts every 2 years until a max of $35 is reached (per F.S. 205.0535 (4).
