SANITARY SEWER
Objective 2 Coordinate the extensions of sanitary sewer collection lines and the increase in
capacity of sewage treatment facilities with all applicable municipal and private wastewater
providers in order to meet future needs for areas within the urban development area boundaries
established in the Future Land Use Element.
Policy 2.3 The level of service standards for sanitary sewer facilities shall be:
a. Provide the capacity to collect and treat a minimum of 100 gallons per capita
per day (225 gpd peak demand) for the Garnier and West Okaloosa systems;
b. Provide the capacity to collect and treat a minimum of 100 gallons per capita
per day (225 gpd peak demand) for the East Okaloosa system; Provide the
19
capacity to collect and treat a minimum of 100 gallons per capita per day (225
gpd peak demand) for all other County operated systems; and
c. If served by other than County operated systems, the provider’s LOS must be
met.
Consistency: YES NO xX NA
Analysis:
The tower does not require sewer or water.
Objective 3 Maximize the use of existing facilities and discourage urban sprawl through
coordination of facility locations with land use requirements of the Future Land Use Element.
Existing facilities will be maximized by maintaining and expanding central sanitary service
within the urban development area boundaries, phasing out the use of septic tanks and package
plants within these boundaries, and limiting or prohibiting the extension of sanitary sewer
facilities outside of these boundaries.
Policy 3.1 Use of on-site wastewater treatment systems shall be limited to the following
conditions:
1.
Existing septic tank and package treatment plants may remain in service as
long as they perform satisfactorily in accordance with FDEP and FDH
standards;
For areas not characterized by severely rated soils, use of septic tank systems
for new development shall be limited to areas where central service or
package plants are not available, and shall only be permitted subsequent to the
receipt of all applicable FDH and FDEP permits; and
Use of new package treatment plants shall be prohibited, unless it is the most
environmentally sound alternative. Central facilities shall be required for
subdivisions in areas where septic tanks are prohibited due to severely rated
soils, and for land uses proposing generation of processing of hazardous waste
or high density or intensity use (based upon FDH and FDEP rules).

Policy 3.3 Future development in North Okaloosa County shall be consistent with the
following guidelines:
1. Projects presently being processed for development approvals shall be
allowed to proceed by providing septic tanks, until such time as central
wastewater treatment can be provided, subject to meeting all local and
state regulatory requirements;
2: A joint Master Wastewater System Plan shall be prepared for the urban
services boundary in Mid Okaloosa County by 2009 that shall include the
location and proposed size of treatment plants to serve development within
this boundary, the proposed method and location of effluent disposal,
phasing plans, implementation schedule, financing and related
information; and
3. Development proposed after the adoption of the Master Wastewater
System Plan shall provide wastewater service consistent with that plan.

STORMWATER MANAGEMENT
Objective I Correct existing stormwater management deficiencies by implementing
improvements adopted in the 5-Year Schedule of Capital Improvements, developing and
implementing a Stormwater Master Plan, and paving of roads according to adopted level of
service standards.
Policy 1.1 Priorities for replacement, correction of deficiencies and providing for future
facility needs shall be as follows:
1. When facilities must be replaced they shall be constructed according to the
adopted level of service standards;
2. Correction of any remaining deficiencies shall be through the following
implementation measures:
a. Where feasible, new roads shall be designed and constructed and
existing roads overlaid providing for stormwater management
according to adopted level of service standards according to the time
frame adopted in the Capital Improvements Element;
b. The County shall coordinate with Natural Resource Conservation
District erosion and sedimentation control programs and water quality
improvement programs.
3. Development orders for new development and redevelopment shall not be
issued until the applicant provides proof of FDEP, Army Corps of Engineers,
or other applicable state or federal agencies, permit or exemption and proof of
meeting adopted level of service standards for stormwater managements.
Consistency; YES NO xX N/A
Analysis:
Objective 2 Coordinate the extension of or increase the capacity of stormwater management
facilities to meet future needs. This shall be accomplished in part through enforcement of land
development regulations that protect the quantity and quality of stormwater runoff and that
ensure that the capacity of stormwater management structures for roads and other development
are designed to meet facility needs.
Policy 2.1 Stormwater management facilities necessary to accommodate new
development shall be designed and constructed by the development. The cost for design,
construction and maintenance for stormwater management facilities for developments
shall be the sole responsibility of the developers until accepted by the Okaloosa County
Board of County Commissioners for permanent maintenance by the County. The final
22
plat approval and acceptance for permanent maintenance by the County shall be
coordinated.
Consistency: YES NO x N/A
Analysis:
Policy 2.2 The LDC shall contain design standards that prohibit the channeling of
stormwater runoff directly into waterbodies, address erosion and sedimentation control,
require the use of retention and detention ponds for treatment, require that runoff from
parking lots be treated, and other similar standards that address the quality and quantity
of stormwater runoff.
Consistency: YES NO X N/A
Analysis:
Policy 2.3 The LOS standards for stormwater management shall be:
a. Single-Family Detached Residential Subdivisions: Post development
runoff shall not exceed the pre-development runoff rate for a twenty-five
(25)-year storm event, up to and including an event with a twenty-four
(24)-hour duration;
b. All Other Development: The first one (1) inch of runoff from the property
shall be retained on the site of the development and post development
runoff shall not exceed the pre-development runoff rate for a twenty-five
(25)-year storm event, up to and including an event with a twenty-four
(24)-hour duration; and
Cc. A “pop off” shall be provided for stormwater runoff beyond the above
requirements. The developers must provide a pop off to an outfall with
adequate capacity to handle additional stormwater runoff and must
document that the pop off to the outfall has been authorized by the owner
of the outfall system. If no pop off is available the stormwater storage
facility shall be designed with a minimum capacity to retain a storm event
of one hundred (100)-year frequency up to and including a twenty-four
