Zan Fedorak, Okaloosa County Public Works, provided financial information compiled by the Clerk of Court. Mrs. Jordan read the minutes from the April 11, 2011 committee meeting. Mr. Harris presented that the purpose of the meeting was to discuss increasing the assessment rate. The increased rate will provide additional revenue to help cover the overages within the MSBU account. Discussion ended with the recommendation that the rate be increased by $1.00 per month with subsequent increases each year of $1.00. The continued increase would provide revenue to cover any overages, additional lights if requested, and possible tree trimming around the existing lights. Lisa Payton, expressed her concerns regarding the arrears amount. Zan Fedorak explained that renters who leave without paying their water bill may be part of what is causing the MSBU to lose revenue. Lisa asked some questions about changing the MSBU over to a non-advalorem assessment to have a more consistent payment of the assessment amount. Zan explained that this was an alternative, but there would still be issues with non-payment. The committee asked that Zan request legal opinion for any options on collection of unpaid assessments whether continuing with the monthly billing or switching to the non-advalorem. Discussion ended that even though an increase in the assessment was necessary, the monthly assessment was still significantly below the standard rate of $7.50 for a private light through the power company. Members of the committee were encouraged to attend the public hearing which will be scheduled at an upcoming Board of County Commissioners meeting. 12:40pm - Meeting adjourned.
