ticket to fund Driver Education Programs. Florida Statute 318.1215 states the following:
Notwithstanding the provisions of s. 318.121, a Board of County Commissioners may require, by ordinance, that the Clerk of the Court
collect an additional $5 with each civil traffic penalty, which shall be used to fund driver education programs in public and nonpublic
schools. The ordinance shall provide for the board of county commissioners to administer the funds, which shall be used for
enhancement, and not replacement, of driver education program funds. The funds shall be used for direct educational expenses and
shall not be used for administration. Each driver education program receiving funds pursuant to this section shall require that a minimum
of 30 percent of a student's time in the program be behind-the-wheel training. This section may be cited as the "Dori Slosberg Driver
Education Safety Act."
The Board of County Commissioner's enacted a county ordinance directing that a special penalty of $5 be assessed against all non-

New Business Agreement with
American United Life Insurance
Company (AUL) for Special Pay and
FICA Alternative Plans.
Public Content
The attached documents are related to RFP 18-01 - 401(a)/403(b) Special Pay and FICA Alternative Plans (Agenda Item 8.17) approved
at the Regular Meeting of April 8th, 2019. This RFP awarded an agreement for administrative service of the Special Pay and FICA
Alternative Plans to MidAmerica Administrative and Retirement Solutions. These plans will allow eligible, terminating employees to
receive compensation for accumulated sick and annual leave on a tax advantaged basis by investing in funds provided by American
United Life Insurance Company (AUL).
The attached amendment letter modifies the termination clause of the Board's New Business Agreement with AUL and allows individual
plan participants to make a lump-sum transfer of funds to the newly selected company should the District decide to terminate the
agreement with MidAmerica/AUL. This will provide plan participants with increased flexibility in investment options and not restrict their
ability to move funds to a new record keeper.
The additional three Contractholder Election Forms (CHEF's) will establish investment options that more accurately reflect those
currently available through Bencor/The Standard for each of the three plans.
Should you have any questions or require additional information, please contact Russ Frakes at 833-5823.
