Chapter 6A-1.087, State Board of Education - Administrative Rules, requires the School Board to provide for an annual audit of school
internal funds and requires that the auditor submit a signed, written report to the School Board which shall include any notations of any
failure to comply with the requirements of Florida Statutes, State Board Rules and policies of the School Board, and commentary as to
financial management and irregularities.
The report is being presented to the School Board as an information item only, which does not require a vote; however, the presentation
of the report is filed as a part of public records of the Board and reflects this fact in the minutes of the School Board. The independent
certified public accounting firm of Carr, Riggs & Ingram, L.L.C., performed the audit of the school internal funds.
There are four levels of findings: Level 1 - Improvement Points, Level 2 - Control Deficiencies, Level 3 - Significant Deficiencies, and
Level 4 - Material Weaknesses. Of the 37 schools audited, 25 schools had no findings. The remaining 12 schools with findings were in
the Level 1 and/or Level 2 categories. No school had a Level 3 nor a Level 4 finding. The attached Summary of Findings shows all
schools audited, indicates the 25 schools that had no findings, and shows the findings for the remaining 12 schools by level.

Recommended Action : Motion to approve amended contract
and pricing change between the
School Board of Okaloosa County,
Florida and the Panhandle Area
Educational Consortium, effective
January 1, 2023.
Public Content
On July 1, 2022, the Panhandle Area Educational Consortium (PAEC) decreased the fee for virtual course segment completions from
$275 to $255 to pass savings along to participating districts. At that time, their adjunct instructors were considered independent
contractors and paid as such. During late summer, Washington County School District was subject to an IRS payroll audit. As a result,
the adjunct instructors are no longer permitted to be independent contractors. Instead, the instructors must be hired as OPS employees
of Washington County School District. My Virtual Classroom at PAEC will be required to pay benefits. The new payroll structure will
begin January 1, 2023. Due to these cost increases, PAEC is must revert to its previous pricing model effective January 1, 2023, of
$275. Payments are made from FEFP earned by Center 7004 - Florida Virtual.

Modification between the School
Board of Okaloosa County and
Northwest Florida State College for
the 2023-2024 School Year
Public Content
The Collegiate High School at Northwest Florida State College ("CHS") is a high-performing charter school and has been since 2013.
After receiving a $2 million grant from the Florida Department of Education to expand early career and technical education at the high
school level, CHS added 50 seats in the 2022-2023 school year to establish a 9th grade Associate in Science (A.S.) pathway. The
school would like to continue its expansion in the 2023-2024 school year to accommodate these students' progression to 10th grade and
to expand 9th grade to include an Associate in Arts (A.A.) pathway.
The State of Florida allows a high-performing charter school to increase its student enrollment once per school year to more than the
capacity identified in its charter (Florida Statutes §1002.331(2)). Per the attached letter, beginning in the 2023-2024 school year, CHS
will increase its enrollment capacity by 100 students, bringing maximum enrollment to 435. The letter states that CHS facilities will
accommodate this expansion. Among the 100 additional seats, 50 will be designated for promotion of the current 9th grade students
enrolled in the A.S. pathway to be promoted to the 10th grade; the remaining 50 will be added to 9th grade to create an A.A. pathway.
For more information, please contact Jeff Palmer, 850-833-4208.
