The District made its final payment on Certificates of Participation (COPs) 2016 Refunding in fiscal year 2021-2022 using Local Capital
Improvement Funds (1.50 mill monies). In January 2021, the District began collecting a voter-approved half-cent sales tax to be used for
certain projects at each school. In order to accelerate construction of the larger projects, the District sold COPs 2022A. An interest only
payment was made in fiscal year 2021-2022, and a principal and interest payment will be made in fiscal year 2022-2023. The payment
in fiscal year 2022-2023 will be made by using a combination of Local Capital Outlay (1.500 mill monies) and Half-Cent Sales Tax
funding. The percentage of Local Capital Outlay utilized is 4%. State law allows school districts to use up to 75% for this purpose if
necessary.
No debt service millage assessment has been needed or requested from the taxpayers of Okaloosa County. Current debt obligations
are manageable with current funding sources.

Public Content
Local Capital Improvement (1.500 mill monies) proceeds are expected to increase from actual collections of $32.6 million in 2021-2022
to $38.8 million in 2022-2023 due to increased property values. The District collected $30.8 million in half-cent sales tax revenue in
fiscal year 2022-2023 and is projected to receive $27.0 million for fiscal year 2022-2023. The projection for fiscal year 2022-2023 is
lower than fiscal year 2021-2022 collections due to the possibility of lower spending due to inflation. Public Education Capital Outlay
(PECO) new construction and maintenance funds remain at $0 in fiscal year 2022-2023.
The large beginning fund balance of $158.5 million is primarily due to the Certificates of Participation (COPs) 2022A sold in fiscal year
2021-2022. The carryover amount for COP 2022A is $122.0 million.

When presenting the budget at the July 25, 2022, School Board meeting, the District was required to compare the fiscal year 2022-2023
Preliminary & Tentative Budget to the fiscal year 2021-2022 Preliminary & Tentative Budget. That comparison indicated an increase of
$121.5 million, not including the $122.0 million from the sale of Certificates of Participation (COPs) 2022A. The proceeds of COPs
2022A are being used to construct large half-cent sales tax projects at schools.
When the District Summary Budget is presented to the Board, the District is required to compare fiscal year 2022-2023 budget to fiscal
year 2021-2022 actual results. Since the actual results for fiscal year 2021-2022 were higher than the Preliminary & Tentative Budget,
the reader will see a smaller increase from year to year. This increase is summarized below in millions. Increases are explained in the
