Meeting : Apr 23, 2015 - Workshop Meeting Type : Action (Consent) Dollar Amount : $1,500,000.00 Budget Source : DoDEA Grant Application Recommended Action : Motion to approve the Application for the 2015 Department of Defense Education Activity (DoDEA) Grants to Military-Connected Local Educational Agencies for Academic and Support Programs (MCASP). Public Content In preparing the Restore Act grants, we came across a potential $1,500,000.00 Dept of Defense Grant for Special Needs students. On the surface, the District meets the eligible criteria. The deadline, however, for application is May 5th. Melody Summer and I will be working on this grant to meet the deadline. We will have more rd information for the April 23 board workshop. Some of the key information from the roughly 50 page application package: Definition of Military Dependent Student: The term, military dependent student, is defined as an elementary or secondary school student who is (i) a dependent of a member of the Armed Forces; (ii) a dependent of a civilian employee of the Department of Defense; or (iii) a dependent of a person who is not a member of the Armed Forces or a civilian employee of the Department of Defense but who is employed on Federal property. The DoDEA Grant opportunity has two competitive areas of focus: 1. Focus Area #1: Academic support for military dependent youth (page 4) 2. Focus Area #2: Support for military dependent students' social-emotional wellbeing. The ESE Director may have identified some trends and issues in the following areas that would benefit programs by additional funding, staffing or professional development to support military dependent students with disabilities. These supports may increase educator capacity and student achievement for the typical population, as well as the military subgroup students. Here are some options to consider for a potential grant award: 1. Literacy: • Provide resources for evidence-based reading programs and strategies to increase achievement for students with disabilities to supplement the traditional reading curriculum that the district uses for typical students. • Provide professional development and supervision of fidelity of implementation for selected programs/strategies. 2. Challenging Behaviors: • Hire a behavioral specialist to address the needs of students with challenging behaviors, such as ADHD, autism or emotional impairments. • Specialist will provide professional development for general and special educators who teach students with challenging behaviors 3. Paraprofessionals: • Provide additional staffing for paraprofessionals to support students with disabilities. • Provide professional development to increase effectiveness of paraprofessionals currently working with the system. • Provide staff development to general and special educators to better direct the work of paraprofessionals, including increased capacity for co-teaching and inclusive practices. 4. District Exceptional Family Member Program Liaison: • Hire a professional for the district to facilitate transition of new military families with students with disabilities and to troubleshoot issues with military families already in the district. • Provide military cultural competency training for district staff members to better understand the issues and needs of military students with disabilities 5. Professional Development: • Multiple professional development workshops aimed at enhancing capacity of district personnel, educators, military families and students with disabilities. Exact topics will be determined through a needs assessment. An example of a potential workshop for military students could be "Understanding your IEP." This type of workshop would fall under the direct services requirement of the grant. 6. Enhance after school and/or summer programs for military students with disabilities (not intended to substitute for ESY): • Hire an afterschool/summer coordinator to design and supervise extracurricular programs for students with disability • Provide professional development to support needs 7. Purchase of equipment or modification of playgrounds for ADA compliance (this may require a separate DODEA grant) For additional information contact Melody Sommer at 833-5899 or Henry Kelley at 833-7614. Public Hearing Subject : 15.1 Algebra 2 and Geometry Textbook Adoption, presented by Debbie Davis, Math Specialist and recommended by the Superintendent for approval. Meeting : Apr 23, 2015 - Workshop Meeting Type : Action Recommended Action : Motion to approve the adoption of Algebra 2 and Geometry Textbooks. Public Content In June of 2014, a recommendation was sent to the OCSD School Board to adopt secondary math textbooks to use in middle school math courses and Algebra 1 courses. Additionally, both the textbook committee and school-vote processes were completed at the high school level for upper level math courses. Books were chosen for Algebra 2, Algebra 2 Honors, and Geometry, and Geometry Honors; however, a recommendation to adopt these courses was not sent to the school board at that time. Two factors weighed into this decision. The district did not have funds to purchase materials for Algebra 2, Algebra 2 Honors, Geometry, and Geometry Honors, and the state-level adoption process was in delay for these courses. A finalized list of mathematics instructional materials was posted to the Florida Department of Education Instructional Materials website on December 18, 2014. In March of 2015, a survey was sent to the teachers of Algebra 2, Algebra 2 Honors, Geometry, and Geometry Honors to confirm a need and desire to adopt the materials voted upon in March 2014. The survey results supported the 2014 committee recommendation to adopt the voted upon textbooks for these courses. As per 1006.28 of Florida School Law, the public must have an opportunity to comment on the recommended instructional materials at the April 27 meeting. The public must also be able to access the materials through the district website at least 20 days prior to the April 27 meeting. The online preview was posted on March 20. In an effort to go above and beyond the minimum requirements, the committee has scheduled a Question and Answer Session with the publishers on April 8 in the Niceville Complex Training Room from 4pm to 6pm. This meeting was open to the public and notification was posted on the district website. Print copies of student texts are also available at the Office of Curriculum and Instruction located in the Niceville Complex. The public may review them by contacting Debbie Davis. Please see the attached document for more information. At this time, the committee is requesting that the School Board adopt the following materials at the April 27, 2015 School Board Meeting.
