Git County Comuysrorero’ /0-l- /2,
To all concerned,
' -In reference the letter I sent you in June 2011 regarding the illegally
‘Closed easement of Philip J ennings-1734 Pine Ave in Niceville
' Tunderstand the meeting is tonight to possibly close the easeinent to the
public. I stand firmly on the issue that this easement is necessary for the
children in the adjacent neighborhoods to be able to transverse the
neighborhood without getting on Valparaiso Blvd, As you know
Valparaiso has a high traffic count and is no place for children to be
walking. We have already had children hit by cars on Valp Blvd. Please
consider keeping this easement open at least until the city places
sidewalks on Valp Blvd? I asked you keep this easement open so the
children are not forced onto busy Valp Blvd.
The closing of this easement will not benefit no one but Mr Jennings.
Keeping it open benefits all involved and Mr Jennings still has use of it
as he has do so in the past.
Thanks for your consideration,
Wayne Watts

Mr. Hofstead,
Enclosed are previous documentation on an easement illegally
closed by a neighbor (Phillip Jennings). There has been
confrontations by Mr. Jennings when my grandchildren walk
through the easement to get to their house from my house.
Last night around 6pm another confrontation occurred when he
and his wife was verbally abusive to my son-in-law and
grandchildren when they attempted to walk through the
easement.
| went to the easement along with my daughter when | heard
Philip and his wife yelling at my grandchildren and son-in-law
(Kenneth Worley). Philip verbally threaten me and my son-in-law
which in turn | called the Okaloosa County Sheriff's office.
Attached is thelr card and phone#f.
Please call me regarding this matter. | would like a peaceful
resolution to this matter as soon as possible.

RE: Vacation of an easement (15" st) between Oak Ave, and Pine Ave located in Pinecrest
Subdivision,
As you know (from complaints to you from Phillip Jennings 1734 Pine Ave) about my daughter
and Grandkids traveling on this easement to get from their house to my house instead of using
Valparaiso Blvd, Before he contacted you he said harsh words to my daughter and in front of my
grandkids, He said he owned that property atid they could not trespass on it, He later blocked it
with a make shift fence, I called you after I saw an Okaloosa County crew working on the
easement behind his house, At that time you thought that he had the casement closed and you
would check on it, About a week later I saw you at a local restaurant and you said he had the
easement vacated in 1992. And you had the paper work he had given you showing that at your
office, I picked up a copy 2 hours later and called you explatnitig that this had nothing to do with
the property Phillip claimed as his. It was in fact 25 Ft in favor of Mrs. Newsome who owned the
property next to the 254t. That got vacated, Phillip’s name nor the property he now owns waa not
mentioned at all.
You explained that you had the county attorney look and this and it waa his ‘property but you
would get back with me, I just réceived a call from you saying that you were still working on it bat
you thought that the 25¢t. next to Phillip’s was supposed to have becn included and that the county
always abandons the entire easement,
As ] understand the correct process and correct procedure is as follows.
1, Notify by cortified mail all property owners within 300 Ft. of proposed vacated easement.
2, Advertise in local paper. ;
3, Go beforo planning and zoning,
4. Final step is to gain favorable vote by the board of county commissioners,

Public Work Director Okaloosa County
Mr, Hofstead,
This letter is written to you regarding a street easement closed by an
adjacent property owner, (illegally) to block what should be open to the
public or more specific the residents and owners of property In the Pinecrest
subdivision. The easement is used mostly by children to traverse through
the neighborhood without walking on Valparaiso Blvd. which has no
sidewalks. Now the kids walk in the street. I am enclosing previous
documentation sent to James Campbell and John Dowd. I will have several
signatures on a letter opposing him doing this, by weeks end. I am hoping
something can be done now to have him remove his fence, he (Phillip
Jennings) just recently put up. Address: 1734 Pine Ave, Niceville.
Please call me to discuss this matter.
Best Regards,
Wayne Watts 585-8684.
