Assessment 2014.
Public Content
OCSD principals are evaluated yearly, as are our teachers and district leaders. Yearly, the evaluation
tools are reviewed and revised as needed. This year the evaluation instrument for principals
underwent a thorough review of each indicator, as well as the combining of indicators, to eliminate
redundancy and to provide for a more stream-lined process while maintaining compliance with all Race
to the Top
requirements. Our principal evaluation instrument is called the Okaloosa Principal Leadership
Assessment (OPLA).
After approval, I will make sure that the revised version of our principal evaluation plan (OPLA) is sent in
to the appropriate FLDOE contacts.

Recommended Action : Motion to approve the
Kindergarten Report Card for
2014-2015.
Public Content
Rather than a typical report card, Okaloosa County Kindergarten teachers use
an age-appropriate comprehensive reporting system. The system includes a
quarterly assessment checklist that is fully aligned to the Florida State
Standards. In addition to the quarterly checklists, the system includes a
Teacher Guide providing explicit directions for administering each assessment
element, a Parent Guide, a mid-quarter parent progress report, and an
appendix. The appendix, which was developed by a group of Kindergarten
teachers, includes all resources required to administer the assessment
system. Prior to the end of the 2014 school year, all Kindergarten teachers
were provided the opportunity to submit feedback concerning both the
Kindergarten Report Card and Curriculum Guides. Initial revisions were then
made to the report card based on teacher feedback. A group of Kindergarten
teachers received the initial revisions via email. This group then met and
collaborated with District Instructional Coaches on Monday, August 11, 2014
to provide additional feedback and approve the final revisions. The
assessment system is completed online; MIS has developed a program that
calculates each individual skill score once the teacher has entered the raw
score. A Kindergarten representative per school is trained to serve as a
resource in communicating the annual revisions. Upon approval by the
School Board, the Parent Guide will be available on the OCSD website.

Public Content
This Early College/Dual Enrollment Articulation Agreement between the School Board of Okaloosa County and
Northwest Florida State College is in effect from August 26, 2014 to July 31, 2015. Early college/dual enrollment
is one of the articulated acceleration mechanisms defined in Florida Statutes. The mission of dual enrollment, as
specified by the Legislature, is three-fold:
• to shorten the time necessary for a student to complete the requirements of a postsecondary degree and
high school diploma
• to broaden the scope of curricular options available to students, or
• to increase the depth of study available for a particular subject.
A District Articulation Committee will review this Agreement each year. Composition of the District Articulation
Committee shall conform to Florida rule and law. Voting members shall be appointed by the appropriate
superintendent or institutional president and shall represent Northwest Florida State College, Okaloosa County
School Board, and Walton County School Board. Guests and additional non-voting members may also attend and
participate in the meetings.
This agreement may be amended or renewed from year-to-year by mutual agreement of the President of
