Meeting : Sep 24, 2020 - Workshop Meeting Type : Action (Consent) Preferred Date : Sep 28, 2020 Absolute Date : Sep 28, 2020 Fiscal Impact : Yes Dollar Amount : $5,371,599.00 Budgeted : Yes Budget Source : Teacher Salary Increase Allocation Recommended Action : Motion to approve Teacher Salary Increase Allocation Plan. Public Content House Bills 641 and 5001 created and funded a new categorical allocation within the Florida Education Finance Program (FEFP) focused on increasing compensation for full-time classroom teachers, assisting school districts in their recruitment and retention of classroom teachers and instructional personnel. This investment in Florida's education system prioritizes 80% of the allocation for increasing full-time classroom teachers' and certified prekindergarten teachers' minimum base salary to at least $47,500 or to the maximum achievable based on each district's allocation. The remaining 20% of the allocation is dedicated to salary increases for full-time classroom and certified prekindergarten teachers who did not receive an increase as part of the 80%; classroom teachers who did receive an increase from the 80% but their increase was less than two percent of their salary; and other full-time instructional personnel pursuant to section 1012.01(2)(b)-(d), Florida Statutes (student personnel services, librarians/media specialists, and other instructional staff). House Bill 641 prevents these funds from being collectively bargained for other purposes, stating that, “the teacher salary increase allocation must be used solely to comply with the requirements of this section.” The bill requires “a school district or charter school” to maintain the new “minimum base salary achieved for classroom teachers” in subsequent fiscal years, unless specifically changed in a future General Appropriations Act. Before receiving funds, each school district and each public charter school must develop a salary distribution plan that clearly delineates the planned distribution of funds. The plans must then be submitted to the district school board or the charter school governing body, as appropriate, for approval. The district must submit its approved Salary Distribution Plan, along with the approved Salary Distribution Plans for each charter school in the district, to the Department of Education by October 1. The attached "Teacher Salary Increase Allocation Preliminary Report" was provided by DOE to be utilized for this purpose. This is subject to Union ratification. Consent Agenda Items For Review and Consideration at Workshop September 24, 2020 Subject : 9.17 Application to become a Florida Postsecondary Comprehensive Transition Program (FPCTP), presented by Jeff Palmer, Director, Curriculum and Instruction, and recommended by the Superintendent for approval. Meeting : Sep 24, 2020 - Workshop Meeting Type : Action (Consent) Fiscal Impact : No Recommended Action : Request approval to submit an application to become a Florida Postsecondary Comprehensive Transition Program (FPCTP). Public Content In accordance with Florida statute 1004.6495, Okaloosa Technical College intends to become the site for Okaloosa County Schools' Postsecondary Transition Program. This would be accomplished initially by applying and becoming certified as a Florida Postsecondary Comprehensive Transition Program (FPCTP) by the Florida Center for Students with Unique Abilities (FCSUA). After formally obtaining that designation, OTC would then complete the non-competitive grant application for up to $1.8 million dollars in grant funding for startup and then enhancements, which would initially sustain this program. Eventually, through tuition, scholarships, and limitless available financial aid funding sources, the program would become self-sustaining. To begin, no additional physical needs other than an available classroom will be necessary. However, Okaloosa Technical College would seek to have a facility to promote postsecondary transition goals for our school and Okaloosa County School District. Okaloosa Unique Professionals is an opportunity for aspiring Unique Professionals to gain the skills, abilities, and training to move them from their desires for success to gainful professional employment. Two specific programs are available to these students: Professional Culinary Arts and Hospitality or Building Trades and Construction Design Technology. As students are selected and enroll, they will choose one of the two program options to attend and participate in and alongside their non-disabled peers for half the day to gain the hands-on experience and training to become certified and employable. The other half of the day will be dedicated to a variety of supports (academic, social, emotional, and vocational) that will lead these students to success in their program of study and eventually as employees. Students will be placed with a Transition Student Mentor (TSM) and a Transitional Trainer Professional (TTP) while working in the labs and at job training sites. Transitional Student Mentors (TSM's) will be models and direct support to their assigned students while working in the classroom, the lab and job sites. TSM's will apply for this scholarship option annually and meet regularly with the TTP's and Instructors to incorporate plans and strategies to support their mentee. TTP's will also work alongside teams of students in each program in the classroom, the lab, and at job sites in both a supervisory and support role.
